About this opportunity

El Paso County is requesting bids on construction of the Highway 105B Utility Joint Trench Project, a utility duct bank along Highway 105 from Lake Woodmoor Drive to Martingale Road, with bids due October 21, 2026. The prime contractor must be pre-approved or selected with approval from participating telecom owners, and may use a subcontractor to satisfy the pre-approval requirement — a decision-flipping procurement constraint requiring coordination with Comcast Cable, Lumen Technologies, Verizon/MCI, Stratus IQ, Segra, Force Broadband, and El Paso County itself.

The scope encompasses conduit installation, manholes, vaults, structure excavation, and structure backfill using flow-fill materials. The Joint Trench will be owned by El Paso County upon completion and is designed to accommodate telecommunications infrastructure relocation in advance of future Highway 105 widening and reconstruction. Extensive coordination with all telecom owners and other existing utilities throughout project execution is required; prospective bidders must refer to the Project Special Provisions, particularly the Utilities section, for additional requirements.

The source does not specify contract value, contract term, place of performance details, incumbent contractor, pre-bid meeting date, question deadline, evaluation criteria, or set-aside or preference programs.
