About this opportunity
Seminole County Board of County Commissioners is seeking bids for Project CC-5532-23/TAD, which involves constructing a dry hydrant for fire protection and a water fill station at the Osceola Road Landfill in Sanford, Florida. The project addresses the landfill's current lack of an adequate water distribution system by implementing a solution that meets NFPA 1142 standards. S2L, Inc. serves as the Engineer of Record and has developed system designs, including drawings and specifications, and prepared permitting documents for Seminole County Building and Fire Departments. The awarded contractor will be responsible for finalizing the county permitting process and constructing the hydrant system, which will be fed by an on-site water source (pond). A pre-proposal non-mandatory meeting was held on December 20, 2023, with the deadline for questions set for January 8, 2024, and bid responses due on January 24, 2024, at 2:00 pm. Bid opening will occur via Zoom, and electronic responses must be submitted through the Seminole County website.
The solicitation encourages participation from Minority and Women-owned Business Enterprises (M/WBEs), with no specific restrictions on bidder qualifications beyond standard contracting requirements. Bidders must provide a bid security of 5% of the total bid and meet specific insurance requirements, including workers' compensation, commercial general liability, and business auto policy coverage. The project has an engineer's estimated cost of $150,000, with liquidated damages set at $250 per day for project delays. All construction progress payments will be subject to a 5% retainage, and the total project duration is estimated at 165 calendar days. Contractors must comply with various requirements, including E-Verify system registration, public records laws, and specific exhibits such as the Bid Form, Trench Safety Act document, and Americans with Disabilities Act Affidavit. Bid documents are available on the Seminole County website through the ProcureNow portal, with prospective bidders cautioned against contacting county staff or officials other than the specified contact person.
