About this opportunity
The St. Johns River Water Management District is seeking a contractor for the construction of a secured visitor entrance, Security Operations Center (SOC), and building enhancements at their headquarters located in Palatka, Florida. The project, identified as IFB #41277, involves improving Building 2's existing foyer by creating a secured entrance with a bandit barrier wall and ADA-accessible automatic doorway, establishing an adjacent SOC with a framed wall featuring ballistic protection, and installing blast mitigation film on Buildings 1 and 2. Contractors must meet specific qualifications, including completion of three similar commercial renovation projects within the past three years, with at least one project involving a combined bulletproof glass wall and door. A mandatory pre-bid conference is scheduled for July 23, 2025, at 11:00 AM at the District Headquarters, and attendance is required to be eligible to submit a response. The bid is due on August 6, 2025, with project completion expected by January 31, 2026. The district will provide new electrical wiring, outlets, and construction area access, while the contractor is responsible for materials, labor, and overall project execution.
The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit comprehensive documentation, including proof of licensing, business registration, and detailed project experience. The estimated budget for the project is $195,000, which covers the creation of the secured entrance, SOC, and window film installation. Contractors will need to provide a mini-split HVAC unit and implement access controls as part of the project. The procurement requires a signed District Non-Disclosure Confidentiality Agreement before release of additional project exhibits, including a floor plan and SOC rendering. Interested contractors will need to carefully review the detailed specifications and ensure they meet the technical and experiential requirements outlined in the invitation for bids. Two key exhibits (a floor plan and SOC rendering) will be available upon request, subject to the completion of the confidentiality agreement.
