About this opportunity

The Birmingham-Jefferson County Transit Authority (BJCTA) is requesting proposals for construction of a Compressed Natural Gas fueling facility at 973 Forestdale Boulevard, Birmingham, Alabama, under RFP 2026-05, with proposals due November 19, 2026. The project is funded with federal financial assistance and subject to Davis-Bacon wage requirements and federal civil rights requirements under 49 CFR Part 26; no contract-specific DBE goal has been established.

The scope includes selective demolition of existing structures, construction of a CNG fueling station with canopy, a service/administrative building of approximately 1,750 square feet (Type IIB construction), equipment yard, associated sitework, fuel storage tanks, compressor systems, fueling dispensers, and mechanical and electrical systems. The facility must be fully functional and operational upon completion. All construction drawings and detailed technical specifications are provided in sealed documents.

The contract period is 365 calendar days from Notice to Proceed, with anticipated Board approval December 17, 2026. Proposals must include a 5% Bid Bond (not to exceed $10,000); selected awardees must provide Performance and Payment Bonds equal to 100% of the contract sum. Proposers must hold an Alabama General Contractor license, demonstrate bonding capacity, provide proof of authorization to conduct business in Alabama, comply with E-Verify/immigration requirements, and submit federal certifications and proof of insurance capability.

BJCTA will evaluate proposals on a best-value methodology scoring 100 total points: technical evaluation (60 points) including relevant CNG or comparable construction experience and past performance (15 points), technical approach and project understanding (15 points), key personnel and management approach (10 points), project schedule and risk mitigation (10 points), quality assurance and safety (5 points), and subcontractor coordination (5 points); and price evaluation (40 points). Proposers must submit at least three references from comparable projects, with particular preference for CNG fueling facility experience.

A non-mandatory Pre-Proposal Conference is scheduled for October 22, 2026, at 10:00 a.m. CST, available in-person at BJCTA Headquarters (1801 Morris Avenue, Board Room, Birmingham) and virtually. Written questions are due November 5, 2026, at 3:00 p.m. CST; BJCTA will post responses by November 11, 2026, at 5:00 p.m. CST. Proposals must be submitted electronically through the BJCTA PlanetBids Vendor Portal by 2:00 p.m. CST on November 19, 2026.
