About this opportunity

The State of Texas is requesting proposals for Construction Materials Testing Services under solicitation FPC-26-269, with proposals due July 15, 2026. A 2% VetHUB subcontracting goal applies; all responding vendors must demonstrate good faith efforts to recruit and notify Texas-certified VetHUBs of subcontracting opportunities, even if ultimately no work is awarded to them.

The scope encompasses soil testing, concrete testing, asphalt testing, and aggregate analysis to support multiple construction projects throughout Texas. Services include in-situ and laboratory testing according to ASTM standards and Texas Department of Transportation specifications, with testing activities spanning preliminary investigations through final inspections. The contractor must maintain current certifications and accreditations for all testing personnel and equipment, including AASHTO certification where applicable. Services are required on an on-call basis with flexibility to respond to project needs across various geographic locations within Texas. The contractor must provide qualified personnel, calibrated testing equipment, and laboratory facilities capable of delivering rapid turnaround on test results, maintaining detailed documentation, and submitting reports meeting state and federal compliance requirements.

The contract term and pricing structure are to be negotiated with the selected contractor based on anticipated testing volumes and project requirements; the contract value exceeds $100,000. All responding vendors must submit a completed subcontracting plan declaring whether they will self-perform the entire contract or subcontract portions of work, identifying subcontracting opportunities with NIGP codes, the percentage of contract value expected to be subcontracted to certified VetHUBs and other subcontractors, and documentation of notification efforts to at least two VetHUBs with a minimum seven business day response period. The subcontracting plan becomes part of the executed contract, and non-compliance or unauthorized modifications can result in enforcement remedies up to and including debarment from all state contracting.
