About this opportunity
The School District of Greenville County, South Carolina is requesting proposals for Construction Manager at Risk services for the Donaldson Career Center Relocation project, a new one-story, 125,000 square foot high school career and technology facility on an 18.23-acre site at 31 Ohio Loop in Greenville, with proposals due October 22, 2026 at 10:00 a.m.
The scope encompasses pre-construction services, general conditions management, demolition and remediation of the existing on-site structure and buried fuel tank, asbestos abatement, site development, and construction oversight for a facility designed to serve 800+ eleventh and twelfth grade students. The anticipated total construction cost is approximately $60 million, excluding the CM fee and contingency. The contract period runs from November 23, 2026 through November 22, 2029, with pre-construction services anticipated to begin in early December 2026 following award and protest period expiration.
Pricing is structured in seven cost categories: lump-sum pre-construction phase services fee; lump-sum general conditions fee; lump-sum demolition and remediation fee; fixed percentage overhead, profit, bond, and insurance fee applied to the $60 million construction cost; trade and subcontractor costs determined through competitive bidding during pre-construction; construction contingency at 2.5 percent; and change order costs.
Proposal evaluation will occur in two phases. Phase One assesses written proposals on a 100-point scale across eight factors: total cost of quoted fees (35 points), firm qualifications (10 points), financial and bonding information (3 points), prior performance history (5 points), career center project experience (20 points), project management and team composition (20 points), safety and quality programs (5 points), and professional response quality (2 points). The top three to five highest-scoring proposers will advance to interviews with the GCS Selection Team.
A non-mandatory pre-bid conference is scheduled for October 9, 2026 at 10:00 a.m. at the project site. Questions are due October 14, 2026 at 10:00 a.m. The District reserves the right to reject any or all proposals and to negotiate with responsible vendors.
