The project includes site development, demolition and remediation of the existing on-site structure and buried fuel tank, and abatement of asbestos materials. The RFP was issued October 2, 2026, with a non-mandatory pre-bid conference scheduled for October 9, 2026 at 10:00 a.m. at the project site. The deadline for submission of inquiries is October 14, 2026 at 10:00 a.m., and proposals are due October 22, 2026 at 10:00 a.m. The pre-construction services phase is anticipated to begin in early December 2026 following award, protest period expiration, and issuance of a purchase order. The contract period is anticipated to run from November 23, 2026 through November 22, 2029, with the anticipated total construction cost for the project estimated at approximately $60,000,000, excluding the CM fee and contingency.

Pricing is structured across seven cost categories: a lump-sum pre-construction phase services fee; a lump-sum general conditions fee; a lump-sum fee for demolition and remediation of the existing building and fuel tank; a fixed percentage overhead, profit, bond, and insurance fee (CM fee) applied to the anticipated $60,000,000 construction cost; trade and subcontractor costs determined through competitive bidding during pre-construction; construction contingency costs at 2.5 percent; and change order costs. The evaluation of proposals will be conducted in two phases, with Phase One assessing written proposals on a 100-point scale based on eight factors including total cost of quoted fees (35 points), firm qualifications (10 points), financial and bonding information (3 points), prior performance history (5 points), career center project experience (20 points), project management and team composition (20 points), safety and quality programs (5 points), and professional response quality (2 points). The top three to five highest-scoring proposers from Phase One will be invited to participate in interviews with the GCS Selection Team. No set-asides or incumbent contractor information is specified in the solicitation. The District reserves the right to reject any or all proposals and to negotiate with responsible vendors, and award may be made to one responsible firm whose responsive proposal is deemed most advantageous to the District.

When and if a security guard is needed on site and approved by the Owner, the guard service shall be requested of, and paid for by Greenville County Schools. Guard Services are not intended to be used in lieu of securing and monitoring the building, materials or equipment that the CM brings to the site. The CM will need to provide at least week prior notice to the Owner when guard services are needed. Security Guards should rarely be needed for new buildings. They are more commonly needed when contractor work needs to take place in Owner occupied buildings after normal school hours.

G. As the following items may be difficult to estimate at the present phase of design, these costs will not be considered part of the

General Conditions Fee and should be included in the competitive bids provided by relevant subcontractors:

a. Public street closure costs, if any, as required by the work of that trade

b. Scaffolding and/or lifts for masonry, exterior skin, window, mechanical trade and/or above ceiling installations

c. Temporary cabinetry and countertop protection as required for type and quantity

• Grade and stabilize any disturbed soil areas with seed, straw, fertilizer or hydro-seed.

• Provide all disposal manifest to S&ME.

• Costs for 3rd party consultation by S&ME will be paid by Owner.

• All work once started must be performed expeditiously and continuously to limit Owner’s inspection and oversight costs.

4. Construction Manager’s Overhead, Profit, Bond and Insurance Fee (CM Fee):

CM Fee shall be quoted as a percent mark-up on total Cost of Work as defined by AIA A133-2019. The lump sum General

Conditions Fee is considered a cost of work. Remediation and Demolition of Existing Building and Buried On-Site Fuel Tank in not considered a cost of work.

The CM Fee percentage mark-up shall include:

• RFBs to subcontractors and suppliers shall be sent to at least 3 qualified firms for all trades to ensure that at least 3 competitive quotes are received for each trade.

• The CM may provide a competitive self-performed quote for trade work if fully licensed, experienced and qualified to do so.

• The Owner shall be provided with the subcontractors written quotations and a bid tabulation produced by the CM for each trade with quoted amounts over $5,000. Owner shall have input regarding the selected subcontractor or supplier for each trade.

6. Construction Contingency Costs:

A two- and one-half percent (2.5%) Construction Contingency shall be included in the GMP for unanticipated costs of work (as defined by AIA A133-2019) and not defined as Design Contingency or Owner Contingency costs. This Contingency shall not be used for General Conditions related costs as outlined in the General Conditions Fee. This Construction Contingency amount shall be calculated below the Subcontractor or Trade costs total. Calculation of Contingency costs will not include additional General

Conditions or CM Fee. The CM will manage this Construction Contingency and report on a monthly basis on the proposed use of the Contingency for Owner’s approval.
