About this opportunity
Charlotte County is requesting proposals for Construction Manager at Risk services for a Public Works Landfill Maintenance Building project, with proposals due June 18, 2026 at 3:00 p.m. EST. The County will select one firm based on qualifications-based selection criteria and anticipates short-listing by the Professional Services Committee on July 8, 2026.
The project involves two phases: pre-construction services (design review and recommendations) and construction management for a single hurricane-rated facility at 29751 Zemel Road, Punta Gorda, Florida, replacing separate Maintenance (1,864 SF) and Operations (3,240 SF) buildings. The new facility will house administrative offices, a leachate treatment laboratory, bathrooms with locker rooms and showers, storage areas, meeting space with computer training, a lunchroom, parking, a water filtration system, an IT room, and a fleet maintenance building with large bays for heavy equipment repair, oil/grease storage, parts storage, tool storage, and a wash down concrete pad. Design and permitting must be completed within 240 calendar days from design contract issuance; construction must be completed within 365 calendar days from notice to proceed. The facility must exceed standard hurricane-rated requirements, utilize Building Information Modeling protocols, and incorporate sustainable building practices comparable to LEED principles without pursuing certification.
The total project budget is $6,681,000, which includes design, construction, site work, furniture, fixtures and equipment, and all associated fees; pre-construction services and construction fees will be deducted from this amount. The County will select based on team background, management plan, previous experience with utility facilities and water reclamation projects in Florida, project control methodologies, design approach, similar completed projects, and government facilities experience. Specialized experience with multi-use government facilities, construction management delivery methods, hardened structures, and grant projects is preferred. The selected contractor must maintain Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Professional Liability ($1,000,000 per claim) insurance. No substitution of named project team members is permitted without prior written County approval. Questions may be directed to Rhiannon Mills, Senior Contract Specialist, at 941.743.1374 or Rhiannon.Mills@CharlotteCountyFL.gov.
