The County seeks qualified firms to provide professional construction management services as part of a design and construction team that includes various design and engineering consultants, stakeholders, and County staff. The project involves constructing a single hurricane-rated facility located at 29751 Zemel Road, Punta Gorda, Florida, to replace existing separate Maintenance (1,864 SF) and Operations (3,240 SF) buildings. The new facility will serve the County's landfill operations and will include administrative offices, a laboratory for leachate treatment monitoring, bathrooms with locker rooms and showers, storage areas, meeting space with computer training stations, a lunchroom, parking facilities, a water filtration system, and an IT room, along with a fleet maintenance building featuring large bays for heavy equipment repair, oil/grease storage, parts storage, tool storage, and a wash down concrete pad. The project will be conducted in two phases: pre-construction services (design review and recommendations) and construction management. Proposals are due by 3:00 p.m. EST on June 18, 2026, to be submitted electronically through the specified portal. No pre-submittal conference will be held, but questions may be directed to Rhiannon Mills, Senior Contract Specialist, at 941.743.1374 or Rhiannon.Mills@CharlotteCountyFL.gov. The project must meet all applicable building codes, be designed as an essential hardened facility exceeding standard hurricane-rated requirements, utilize Building Information Modeling (BIM) protocols, and incorporate sustainable building practices comparable to LEED principles without pursuing certification. The County will select one firm based on qualifications-based selection criteria, including team background, management plan, previous experience with utility facilities and water reclamation projects in Florida, project control methodologies, design approach, examples of similar completed projects, and experience with government facilities. The selected contractor must maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Professional Liability ($1,000,000 per claim for projects under $10,000,000). The County reserves the right to cancel or terminate the contract with thirty days' written notice and may investigate the firm's ability to perform as deemed necessary. Proposers must comply with all federal and state employment laws, including E-Verify requirements, and certification regarding non-participation in boycotts and scrutinized companies lists.
