About this opportunity

Portage County is seeking a Construction Manager at Risk (CMaR) for a comprehensive remodeling and addition project at the Solid Waste Department facilities. The procurement involves multiple critical improvements, including an approximately 1,100 sq ft compactor addition to the Transfer Facility with ventilation and roof integration, dry fire suppression systems for both Transfer and Recycling Facilities, a new push wall for the Recycling Facility, replacement of the tipping floor, and office space renovations. The RFP requires proposers to demonstrate significant prior experience, specifically having provided CMaR services to at least 5 organizations in the past 5 years and completed at least 2 projects over $2.5 million in the past 3 years. Evaluation will be comprehensive, scoring across four key categories: organization capabilities (150 points), staff qualifications (150 points), proposer solutions (500 points), and cost proposal (200 points), totaling 1,000 possible points. Critical dates include a mandatory pre-proposal site visit on 08/28/2025 at 11 AM, with final proposals due by 2:00 PM on 09/18/2025, and an anticipated project timeline spanning from December 2025 through late 2026 or early/spring 2027.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The estimated total construction budget is $2,340,000, with the County utilizing a prorated scoring method for cost proposals where the lowest cost proposal receives the highest score. The Construction Manager at Risk will be responsible for comprehensive project management, including pre-construction services, cost control, scheduling, procurement, safety management, and project closeout. No incumbent vendors are specifically identified in the documentation. The project involves existing solid waste infrastructure, including a Transfer Facility that processes solid waste and a Recycling Facility that handles single-stream recycling. The successful contractor will need to integrate new construction and renovations seamlessly with these existing operational facilities, ensuring minimal disruption to ongoing waste management and recycling processes.
