About this opportunity
Sarasota County, Florida is issuing a Request for Professional Services Library solicitation to establish Construction Manager at Risk (CMAR) services for public utility infrastructure projects on an as-needed basis. The County seeks to establish a library of qualified CMAR service providers through continuing service contracts with an anticipated initial term of five years. The scope of services encompasses pre-construction and construction phase management for water and wastewater infrastructure projects, including water main installations, lift station rehabilitations, treatment plant upgrades, electrical system enhancements, and related utility improvements. Proposers must be Florida-licensed Certified General Contractors or Underground Utility and Excavation Contractors at the time of submittal. Preferred qualifications include demonstrated CMAR experience on utility projects such as water treatment plants, wastewater treatment plants, transmission systems, lift stations, or reclaimed water infrastructure, along with successful completion of a minimum of three public utility projects within the past seven years. The Professional Services Review Committee will evaluate written proposals, short-list a minimum of three proposers for presentations or interviews, and rank proposers based on qualifications, with award made to those deemed most qualified. Proposals must be submitted through the OpenGov Procurement platform at https://procurement.opengov.com/portal/scgov, with a proposal due date of February 16, 2026; vendors should register with OpenGov Procurement and subscribe to the Sarasota County Procurement Portal to receive solicitation details and notifications.
Insurance requirements are substantial and include Workers' Compensation with $500,000 employers liability limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $2,000,000. When projects advance to the construction phase, Builder's Risk insurance equal to the full Guaranteed Maximum Price plus change orders is required with a maximum deductible of $25,000, and Sarasota County Government must be endorsed as an additional insured on applicable policies. Local preference is not applicable to this solicitation, and there are no identified set-asides or disadvantaged enterprise restrictions noted in the solicitation documents. Conflicts of interest provisions prohibit proposers from competing on projects where they have drafted scopes of work or specifications, and selected proposers may not maintain business relationships with entities performing work under resulting contract assignments. No specific award values or budget ranges are disclosed in the available solicitation materials. Selected proposers may be required to provide annual proof of continued qualifications for Library inclusion throughout the contract term.
