About this file
This is a Request for Professional Services Library (RPS) document issued by Sarasota County, Florida, seeking Construction Manager at Risk (CMAR) services for public utility infrastructure projects on an as-needed basis. The County intends to establish a library of qualified CMAR service providers through continuing service contracts with an anticipated initial term of five years. The scope of services encompasses pre-construction and construction phase management for water and wastewater infrastructure projects, including water main installations, lift station rehabilitations, electrical upgrades, and treatment plant rehabilitation projects. Proposers must be Florida-licensed Certified General Contractors (CGC) or Underground Utility and Excavation Contractors (UUC) at the time of proposal submittal. Proposals are due February 16, 2026, and must be submitted through the OpenGov Procurement platform at https://procurement.opengov.com/portal/scgov. The Professional Services Review Committee will evaluate written proposals, short-list a minimum of three proposers for presentations or interviews to be held either in Sarasota, Florida or virtually at the County's discretion, and rank proposers based on overall qualifications rather than proposal scores alone. Award will be made to proposers deemed most qualified by the County in its sole discretion.
Preferred qualifications include demonstrated CMAR experience on utility projects such as water treatment plants, wastewater treatment plants, transmission and distribution systems, lift stations, or reclaimed water infrastructure, as well as successful completion of a minimum of three public utility projects within the past seven years. Insurance requirements are substantial, including Workers' Compensation with $500,000 employers liability limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Business Automobile Liability of $1,000,000 combined single limit, and Umbrella/Excess Liability of $2,000,000. When projects advance to the construction phase, Builder's Risk insurance equal to the full Guaranteed Maximum Price plus change orders is required with a maximum deductible of $25,000. Sarasota County Government must be endorsed as an additional insured on applicable policies. Local preference does not apply to this solicitation, and no specific award values or budget ranges are disclosed. Conflict of interest provisions prohibit proposers from competing on projects where they have drafted scopes of work or specifications, and selected proposers may not maintain business relationships with entities performing work under resulting contract assignments. Selected proposers may be required to provide annual proof of continued qualifications for Library inclusion throughout the contract term.
