About this opportunity
South Platte Renew (SPR), a publicly owned water renewal facility serving Englewood, Littleton, and 19 connector districts in the south Denver metropolitan region, is requesting qualifications from Construction Manager at Risk (CMAR) firms for preconstruction and construction services, with proposals due October 8, 2026, and a mandatory pre-proposal conference on September 10, 2026, at 2:00 PM MST at 2900 South Platte River Drive, Englewood, Colorado.
Only firms represented by an authorized representative at the mandatory pre-proposal meeting are eligible to submit proposals. Attendance is a hard filter.
The scope covers preconstruction services (design review participation, constructability and value engineering, GMP package development) and construction management across capital improvements, rehabilitation, and facility projects including site/civil, concrete, HVAC, plumbing, electrical work, and architectural improvements. The contract is structured as a one-year base term with four optional one-year renewals. Compensation consists of hourly billing rates for preconstruction and procurement phases, construction support costs, cost of work, a CMAR fee calculated as a percentage of cost of work, and a CMAR contingency allowance. Rate sheets for Phase I (Preconstruction) and Phase II (Construction) personnel through 2027 and construction equipment rates must be included in the price proposal; rates may be renegotiated annually.
SPR projects may be partially funded through the Water Infrastructure Finance and Innovation Act (WIFIA) program, requiring selected bidders to comply with SAM.gov registration, American Iron and Steel provisions, and Davis-Bacon Act prevailing wage rates. Contractors and subcontractors must pay City of Englewood construction use tax (3.8%) and Arapahoe County open space use tax (0.25%) on construction materials.
Proposals are evaluated on experience and technical capability (40 points), project understanding and management approach (40 points), and price (20 points). CMAR interviews are scheduled for the week of November 2, 2026, with selection in November and notice to proceed in January 2027. A final addendum is scheduled for September 24, 2026. Proposals must be submitted electronically via BidNet.
