Federal funding applies to this project, triggering compliance with 2 CFR 200, Buy America provisions, Equal Employment Opportunity requirements, and debarment certifications; respondents must register with and remain current in the Federal System of Award Management (SAM) at contract award.
The project involves full construction management oversight from preconstruction through final completion, including design review and recommendations, permitting, cost control, schedule management, subcontractor coordination, quality control, and administrative documentation. The County has issued 60% construction documents and specifications; the project team comprises the Construction Manager, Owner (Sabrina White, Assistant County Administrator, and Rod Hardy, Facilities and Parks Director), and Engineer of Record (Grace Design Studios). The Construction Manager must implement a comprehensive Project Management Information System (PMIS) and maintain monthly reporting on costs and schedules. All subcontracts exceeding $100,000 require performance and labor/material payment bonds; those exceeding $200,000 require proof of experience and financial documentation.
The contract structure establishes a Guaranteed Maximum Price (GMP) determined upon completion of 100% Construction Documents, with actual price paid being the lesser of actual costs or the GMP. Construction Manager fees for preconstruction and construction phases are to be determined per the draft contract. Liquidated damages are $2,500 per calendar day for failure to meet substantial completion, with total liability capped at 10 percent of the GMP. The successful contractor must sign all required contract documents within 10 days of receiving the Notice of Award and provide County-approved insurance before commencing work.
The County encourages participation from small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises and reserves the right to reject any or all proposals. The solicitation follows the Florida Competitive Consultant Negotiations Act (F.S. 287.055).
