The scope encompasses replacement of the existing two-pipe HVAC system with a new four-pipe system, upgrades to mechanical, electrical, plumbing, and sprinkler systems, security enhancements at the front entrance and office areas, athletic facility improvements including both gyms and locker rooms, additional laboratories for Career and Technical Education (CTE) and exploratory programs, and general interior upgrades to classrooms including painting and flooring.
Evaluation criteria are weighted as follows: project performance on similar-sized projects and regional expertise (40%), personnel qualifications and experience (30%), organizational structure and financial data (15%), and safety performance (15%). Campbell County emphasizes past performance on similar-sized projects, regional expertise, and demonstrated collaborative approaches.
Not more than 10 percent of construction work, as measured by cost, may be performed by the construction manager with its own forces. Construction managers are encouraged to seek minority and small business participants, though no specific project requirement exists. RRMM architects serves as the design professional. The County Board of Supervisors approved the CMAR method on July 21, 2026. Selected construction managers will advance to a subsequent Request for Proposal (RFP).
