About this opportunity

The City of South Fulton, Georgia General Services Department is issuing a Request for Proposal (RFP) for Construction Manager at Risk (CMAR) services for the Burdett Park Walking Trails Project located at 2945 Burdett Road. The procurement encompasses preconstruction services, design-assist support, Guaranteed Maximum Price (GMP) development, and construction phase services for approximately 4,000 linear feet of walking trail improvements across 26.8 acres. Key deliverables include site clearing, grubbing, and grading; multiple trail surfacing alternatives (concrete, synthetic soft surface, natural turf, and gravel fines); creek crossings using either bridge or culvert methods; boardwalks; accessibility improvements; landscaping; and signage. Proposers must demonstrate a minimum of five years of experience as a Construction Manager at Risk or equivalent on public sector infrastructure projects and provide qualified key personnel including an executive sponsor, project executive, project manager, superintendent, lead estimator, and preconstruction manager. The evaluation criteria include firm experience and CMAR qualifications (30 points), project team and key personnel (20 points), technical approach and project understanding (20 points), past performance and references (10 points), and price, fee, general conditions, and contingency framework (20 points), totaling 100 points. Critical deadlines include a non-mandatory pre-proposal site visit on April 14, 2026, at 10:00 A.M. ET; a question submission deadline of April 16, 2026, at 3:00 P.M. ET with answers posted by April 24, 2026; and electronic proposal submission through BidNet Direct by May 14, 2026, at 2:00 P.M. ET. The initial contract period extends for 270 days from the Notice to Proceed, with the construction phase contingent upon City acceptance of the GMP.

The project is funded in whole or in part by the Land and Water Conservation Fund (LWCF) and is subject to Build America, Buy America (BABA) requirements, mandating compliance with domestic sourcing preferences for iron, steel, manufactured products, and construction materials. Proposers must submit a preliminary domestic sourcing compliance plan and incorporate all required federal flow-down provisions in subcontracts. Small businesses, minority-owned firms, and women-owned business enterprises are encouraged to participate through joint ventures or subcontracting arrangements. The City requires performance and payment bonds equal to 100 percent of the bid price and comprehensive insurance coverage including Commercial General Liability of $2,000,000, along with compliance with the Illegal Immigration Reform and Enforcement Act and E-Verify registration. Estimated base trail construction costs vary significantly by surface type and width, ranging from $8,862.43 for natural turf (8-foot width) to $472,303.11 for synthetic soft surface (12-foot width), with additional costs for creek crossings ($40,000 for two bridge installations), general conditions, mobilization, bonds and insurance, SWPPP/erosion and sediment control, construction contingency, CMAR fee, and soft costs (35 percent for planning, design, administration, and construction administration). The City reserves the right to conduct oral presentations as part of the evaluation process.
