About this opportunity
Brookhaven Science Associates, LLC is requesting quotes for Construction Manager as Advisor pre-construction support services for the Electron-Ion Collider (EIC) Infrastructure project at Brookhaven National Laboratory in Upton, New York, with quotes due March 31, 2025 and questions due March 14, 2025. BSA procures on behalf of the U.S. Department of Energy under a prime contract; the EIC project is also funded by New York State Empire State Development. No set-asides are mandated, though BSA encourages New York State Certified Minority and Women-Owned Business Enterprises (MWBEs) to respond. This is new work with no incumbent contractor.
The scope encompasses pre-construction support during design and pre-construction phases only — self-performed construction services are explicitly prohibited. Key deliverables include two constructability reviews (at 90% and 100% design stages), two detailed construction cost estimates aligned to the BSA Work Breakdown Structure, two cost- and resource-loaded Critical Path Method schedules using Primavera P6, commissioning plan review, and a long lead item report. The project scope spans approximately 175,000 to 225,000 square feet of new construction—an Electron Injector, Rapid-Cycling Synchrotron tunnel, RFPA Building, Injection LINAC building, three cryogenics facilities, and ten to twelve service buildings around a 4-kilometer ring. The CMa must maintain a minimum core team of five positions (Project Manager at 50% full-time, Cost Manager/Estimator, Scheduler, Analyst, and Project Engineer), complete BNL Contractor-Vendor Orientation and General Employee Radiation Training, and utilize Building Information Modeling (Revit) for coordination and clash detection. The project budget is approximately $305 million in 2022 dollars for approximately 140,000 square feet of construction; the CMa must develop eight to twelve additive/deduct alternates ranging from 90% to 109% of the targeted construction contract price.
The contract is a firm-fixed-price agreement effective through September 30, 2025, with payment upon receipt and approval of properly certified invoices according to a milestone schedule. Offerors must demonstrate experience managing three large-scale projects of 175,000 square feet or more, expertise with utility infrastructure and industrial cooling systems, and key personnel including a Project Manager with ten years' experience, a CPE-certified Estimator, a PMI-certified Scheduler, and a Project Engineer with seven years' construction experience. Quotes must remain firm for 120 days. Respondents must be registered in SAM with a Unique Entity ID or complete AMS-Form-050 if foreign vendors. Upon award, contractors must complete staffing plan documentation, MWBE/SDVOB utilization and compliance reporting forms, and comply with New York State contractor and supplier diversity requirements. Article 39 of the General Terms and Conditions precludes the CMa awardee from bidding on projects that stem directly from this constructability review work; however, contractors may request written waivers if firewalls can be established.
