About this opportunity
The San Diego Association of Governments (SANDAG) is requesting Statements of Qualifications for Construction Management and Constructability Review Services on the North Park | Mid-City Howard Bikeway Project, with SOQs due August 21, 2026 at 5:00 p.m. PDT. The project encompasses approximately 1.2 miles of bikeways along Howard Avenue between Park Boulevard and 32nd Street in San Diego and includes neighborhood traffic circles, curb extensions, speed cushions, bend-outs, enhanced pedestrian crossings, and intersection treatments.
No DBE goal has been set for this agreement under the Department of Transportation's Interim Final Rule issued October 3, 2025. Prevailing wage requirements apply to applicable job positions, and selected proposers must register with the California Department of Industrial Relations.
The scope requires comprehensive construction management and constructability review services for the bikeway project. Selected proposers will be compensated using either Firm Fixed Price or Specific Rates of Compensation methods, with payment terms specified in individually negotiated Task Orders. One firm will be awarded a six-year term with work authorized through Task Orders. The project is funded through FHWA, ATP-R, and TransNet sources.
Proposers must demonstrate adequate accounting systems capable of accumulating and segregating reasonable, allowable, and allocable costs; sufficient staffing and resources; required insurance coverage; and compliance with SANDAG conflict of interest policies. Comprehensive financial statements and certifications for federally funded contracts are required. Pre-award and/or post-award audits may be conducted.
A non-mandatory pre-SOQ meeting is scheduled for August 4, 2026. Questions are due August 7, 2026, with final answers released by August 14. Expected award and notice to proceed is December 2026.
