About this opportunity

Pickens County Government is requesting qualifications and price proposals for Construction Management at Risk (CMAR) services for a new 6,889-square-foot Tax Commissioner Building, with proposals due September 11, 2026 at 4:30 p.m. ET and a mandatory pre-proposal conference and site inspection on August 26, 2026 at 9:00 a.m. at the Pickens County Administration Building in Jasper, Georgia.

The selected firm will manage both a preconstruction phase and a construction phase, including project planning, value engineering, trade contract awards, construction administration through occupancy, and a one-year warranty period with inspections. The Construction Manager will be at-risk, responsible for delivering the project at a Guaranteed Maximum Price (GMP) and Guaranteed Delivery Date, both to be proposed by the bidder. Any project costs below the GMP revert to Pickens County; the project operates on an open-book basis with all savings, including unused contingency, returned to the County.

Pickens County will evaluate proposals using a five-step process with criteria weighted as follows: experience and workload (20 percent), references (10 percent), firm personnel experience (20 percent), project approach (20 percent), and price proposal (30 percent). Proposals must be submitted in six hardcopy copies (one original, five copies) and one digital PDF, with the price proposal sealed separately, addressed to Miranda McDowell, Finance Director.

The selected firm must provide Performance and Payment Bonds at 100 percent of the total proposal amount within 15 calendar days of award. Insurance requirements include Commercial General Liability of at least $1 million per occurrence, statutory Workers' Compensation, Motor Vehicle Liability of at least $500,000, and Professional Liability of at least $1 million. Pickens County will retain 10 percent of payment until 50 percent project completion, then 5 percent through project completion. The firm must comply with the Georgia Security and Immigration Compliance Act by participating in E-Verify.
