CMAR RFQ/P Summary

This is a Request for Qualifications and Price Proposal (RFQ/P) issued by Pickens County Government in Georgia for Construction Management at Risk (CMAR) Services related to the Tax Commissioner Building Construction Project (RFP #2026-1545-001). The project involves the construction of a new 6,889 square foot, single-story building to house the offices of the Pickens County Tax Commission. The scope of work encompasses both a Preconstruction Phase and a Construction Phase, during which the selected Construction Manager will conduct project planning, estimating, value engineering, proposal package arrangements, individual trade contract awards, construction management through occupancy, and implementation of a one-year warranty period with inspections. A mandatory Pre-Proposal Conference and Site Inspection is scheduled for August 26, 2026, at 9:00 AM at the Pickens County Administration Building (1266 East Church Street, Jasper, Georgia 30143). Sealed proposals are due by 4:30 p.m. ET on September 11, 2026, submitted to Miranda McDowell, Finance Director. Proposing Firms must submit six hardcopy copies (one original, five copies) and one digital/PDF copy, with the price proposal in a separate sealed envelope. Pickens County will evaluate proposals using a five-step selection process including preliminary evaluation, interviews, committee evaluations, recommendations to the Board of Commissioners, and final selection.

The evaluation criteria allocate 20 percent to experience and workload, 10 percent to references, 20 percent to firm personnel experience, 20 percent to project approach, and 30 percent to price proposal. The Construction Manager will be "at-risk" and responsible for completing the project at a Guaranteed Maximum Price (GMP) and Guaranteed Delivery Date, both to be proposed by the selected firm. Project costs below the GMP revert to Pickens County, and the project will operate on an open-book basis with all savings, including unused contingency, returned to the County. The CM must provide Performance and Payment Bonds at 100 percent of the total proposal amount within 15 calendar days of notice of award. Insurance requirements include Commercial General Liability of at least $1,000,000 per occurrence, Workers' Compensation at statutory limits, Motor Vehicle Liability of at least $500,000, and Professional Liability of at least $1,000,000. Pickens County will retain 10 percent of payment until 50 percent project completion, then 5 percent through project completion. The successful proposing firm must be properly bonded, maintain current liability insurance, and comply with the Georgia Security and Immigration Compliance Act by participating in the E-Verify federal work authorization program.
