About this opportunity

The City of Rifle, Colorado is requesting proposals for Construction Management and Quality Assurance services for a new Park and Ride facility and adjacent infrastructure under the Westward Three BUILD grant (federally funded), with proposals due November 3, 2026 at 2 p.m. via BidNet Direct and a mandatory pre-bid meeting on October 21, 2026 at 10 a.m. at Rifle City Hall. Qualifying firms must hold a Colorado Professional Engineer license and demonstrate a minimum of five years of experience on CDOT or Local Agency construction projects, with demonstrated CDOT/Local Agency project administration capability — this licensure and experience threshold is the primary filter.

The scope encompasses construction management and quality assurance oversight for the Park and Ride facility and supporting infrastructure: road extensions of West Avenue, Park Avenue, and Park Loop; water main looping and 1,070 linear feet of new water main; sewer extensions; storm drain infrastructure; and site improvements including approximately 11,000 cubic yards of imported fill, 3,300 tons of hot mix asphalt, and 23,600 square feet of concrete flatwork. The construction management phase runs February 24, 2027 through November 1, 2027, with project closeout extending through December 1, 2027. The contract must comply with all federal and state requirements, including CDOT Form 250 Materials Documentation Records, Title VI, Federal Wage Decisions, and DBE/OJT provisions.

Evaluation criteria weight technical expertise (0–20 points), previous experience on similar projects (0–30 points), completeness and accuracy of proposal (0–15 points), project approach (0–20 points), and cost reflecting value and cost-effectiveness (0–15 points). Proposals must not exceed ten single-sided or five double-sided pages, excluding resumes and attachments, and must include a detailed fee schedule with staff names, hourly rates, and fees per task. The City reserves the right to reject proposals and negotiate scope and fee with the highest-ranked firm before City Council award. Notice of award is anticipated November 18, 2026. Questions are due October 28, 2026 at 12 p.m.
