About this opportunity

The Brazoria County Toll Road Authority (BCTRA) is issuing Request for Statement of Qualifications (RFSQ) #26-06 for Construction Engineering & Inspection (CEI) and Construction Materials Testing (CMT) services for the Brazoria County Expressway Extension project, a 6.7-mile expressway extension that will continue the existing BC Expressway from CR 58 to south of CR 56. Qualified firms may submit proposals for either CEI services or CMT services, or both, with the selected CEI firm serving as the lead engineer and both CEI and CMT firms receiving separate Professional Services Agreements with BCTRA. The scope of work includes comprehensive construction engineering, inspection, and materials testing services with deliverables contingent on project progression; final design is expected to be ready for construction bidding in April 2026, with construction anticipated to begin Summer/Fall 2026, and the contract term will continue until project completion. Evaluation criteria are weighted as follows: Technical Approach (20 points), Firm Experience and References (40 points), Workload Capacity (10 points), and Professional Qualifications and Individual Experience (30 points), with bonus points potentially awarded for interviews. Respondents must demonstrate understanding of toll road construction, TxDOT design and material testing requirements, provide project references, and show key personnel availability through organizational charts and resumes. Proposals must be submitted by November 26, 2025 at 11:00 a.m. CST to the Brazoria County Purchasing Director at the Courthouse West Annex in Angleton, Texas, with required submission materials including a one-page Letter of Interest, five-page Technical Approach, ten-page Firm Experience and References section, Professional Qualifications documentation with organization chart and individual resumes (1-2 pages), and a two-page Workload Capacity assessment.

The RFSQ does not identify specific set-aside designations or restrictions limiting participation to particular organizational types, disadvantaged enterprises, or minority-owned businesses; however, all respondents must comply with nondiscrimination requirements, Texas Government Code provisions, and federal ethics regulations applicable to federally-funded projects. Respondents must submit signed certifications and forms included in Exhibit A, including Respondent Certification Forms, Workers' Compensation Requirements, Certification Regarding Lobbying, Non-Collusion Affidavits, Texas Government Code acknowledgments, Prohibited Telecommunications certifications, and W-9 forms to verify compliance with local, state, and federal regulations and confirm vendors are not excluded from federal contracting or listed as Specially Designated Nationals. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in the solicitation materials. No specific contract value or budget range is disclosed in the RFSQ; however, the project is funded through a bond secured by BCTRA, and compensation will be determined by fee schedules to be established in the awarded Professional Services Agreements. Interested firms should direct questions to the Brazoria County Purchasing Department, and late submissions will not be accepted.
