About this file
This document is Addendum No. 1 for Request for Statements of Qualifications (RFSQ) #26-06 issued by Brazoria County for Construction Engineering & Inspection (CEI) and Construction Materials Testing (CMT) services for the Brazoria County Expressway Extension project. The addendum clarifies key details about the solicitation, including that firms can submit proposals for either CEI or CMT services, or both, and that while the CEI firm will serve as the lead engineer, both CEI and CMT firms will have separate contracts with BCTRA. The project will be funded through a bond secured by BCTRA, and firms are invited to submit qualifications for either service type.
The addendum outlines detailed evaluation criteria with weighted point values: Technical Approach (20 points), Firm Experience and References (40 points), Workload Capacity (10 points), and Professional Qualifications and Individual Experience (30 points). Firms must demonstrate understanding of toll road construction, TxDOT design and material testing requirements, provide project references, show key personnel availability, and submit organizational charts and resumes. Specific submission requirements include maximum page limits for each section, with all responses to be included in the revised Exhibit B. Vendors are instructed to submit the signed addendum with their sealed RFSQ package and can direct any questions to the Brazoria County Purchasing Department.
