About this opportunity
The State of Minnesota, specifically the Minnesota Bureau of Criminal Apprehension (BCA), is seeking a contractor to host the 2025 Internet Crimes Against Children (ICAC) and Human Trafficking Conference scheduled for December 10-12, 2025, in a venue located within 35 miles of Brainerd, Minnesota. The procurement is for comprehensive conference services, including exclusive meeting rooms, registration areas, and general session spaces capable of accommodating approximately 350 attendees, with specific lodging requirements of 5 single occupancy rooms on Tuesday and 330 single and 10 double occupancy rooms on Wednesday and Thursday. Key deliverables include providing all necessary conference infrastructure, catering, audio-visual equipment, and support services for the three-day event. The evaluation criteria will assess responses across multiple dimensions, potentially scoring up to 1,000 points with consideration given to acceptance of state terms, cancellation policy, and cost details. Critical procurement dates include a question submission deadline of May 6, 2025, at 2:00 PM Central Time, with proposal responses due by May 16, 2025, at 2:00 PM Central Time. The state anticipates completing the evaluation and selection process by June 1, 2025, with a contract term running from July 1, 2025, to December 30, 2025.
The solicitation encourages participation from diverse businesses, offering additional preference points for targeted group, economically disadvantaged, and veteran-owned businesses. Respondents must be registered as either a bidder or supplier in the SWIFT system and are prohibited from using casino locations as conference venues. The state reserves the right to award the contract to a single or multiple respondents based on best value, with an emphasis on businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. While no specific budget range is explicitly stated, the comprehensive price schedule suggests flexibility in cost structures. Potential contractors must provide detailed pricing information, including potential cancellation fees, and understand that the state does not guarantee a minimum number of attendees or lodging rooms. The solicitation requires extensive documentation, including responder declarations, cost details, and compliance with various state and federal regulations, with potential consequences for submitting inaccurate information including disqualification or contract termination.
