About this opportunity

The Minnesota Department of Health is seeking a contractor to provide the Health Regulation Division Annual In-Service Conference for 2025 and 2026, with a formal Request for Proposal (RFP) released on September 10, 2024. The conference requires a facility located in Anoka, Dakota, Hennepin, Ramsey, or Washington Counties, with specific conference dates of October 6-9 in 2025 and October 5-8 in 2026, accommodating up to 350 attendees. The contractor will be responsible for providing lodging, conference facilities, meeting rooms, meals, refreshment breaks, and audio-visual equipment and technical support. Evaluation criteria will include acceptance of state terms and conditions, cancellation policy, and overall cost. Potential respondents must submit all required documentation through the SWIFT Supplier Portal by October 1, 2024, with a deadline for submitting questions set for September 18, 2024, at 3:00 PM Central Time. The contract term will run from the date of execution through December 31, 2026, with potential for extension up to an additional 24 months.

The RFP indicates potential eligibility for the State's Small Business Procurement Program for qualifying vendors, though specific set-aside designations are not extensively detailed. Respondents must complete several mandatory attachments, including Responder Declarations, Exceptions to State's Standard Terms and Conditions, Veterans Preference Form, and Workforce Certification. While no specific incumbent vendor is mentioned, the document suggests openness to vendors who can meet the comprehensive conference requirements. Pricing will be firm and not adjusted based on actual attendance, with the state not guaranteeing a minimum number of attendees, lodging rooms, or meals. Vendors needing technical assistance can contact the Vendor Assistance Helpdesk at 651.201.8100. Though specific budget ranges are not explicitly stated, the comprehensive requirements suggest a substantial contract value for conference services over the two-year period.
