The contract term runs from December 1, 2026, through June 30, 2028, with an option to extend up to 31 additional months. Evaluation occurs in three phases: Phase 1 assesses responsiveness and pass/fail requirements; Phase 2 scores acceptance of State terms and conditions (100 points), cancellation policy (100 points), and cost detail (800 points), plus up to 120 preference points for certified targeted-group, economically disadvantaged, or veteran-owned status; Phase 3 selects based on best value. Questions are due October 15, 2026, by 2:00 PM to karen.mcintyre@state.mn.us. Award is anticipated by November 23, 2026. All responses must be submitted electronically through the SWIFT portal.
