About this opportunity

Tarrant Regional Water District (TRWD) is requesting proposals for professional services to perform comprehensive nondestructive condition assessment of approximately 12 miles of 72-inch diameter pre-stressed concrete cylinder pipe in Cedar Creek Pipeline Section 4 and electromagnetic or ultrasonic testing of steel flooring in two 107-foot diameter above-ground storage tanks at Cedar Creek Booster Pump Station (CC3), with proposals due August 17, 2026 at 2:00 p.m. A non-mandatory pre-proposal meeting is scheduled for July 30, 2026 at 10:00 a.m., and questions are due August 7, 2026 at 5:00 p.m.

The pipeline assessment scope covers Ellis and Navarro Counties east of Ennis and requires near-field or remote-field electromagnetic testing on dewatered pipe to identify wire breaks and condition of pre-stressed wires at approximately 5 miles per day. Tank floor assessment at the Waxahachie pump station must detect corrosion, pitting, and other defects in ferromagnetic materials using comprehensive testing methods on dewatered infrastructure only. Work hours are 7:00 a.m. to 7:00 p.m. daily, with internal pipeline activities completed by 5:00 p.m. Field work for tank inspections is expected to begin in fall 2026; pipeline assessment is expected to begin during scheduled isolation and dewatering in early 2027.

Proposals are evaluated on a weighted basis: Cost Proposal and Fee Schedule (40%), Experience and Qualifications of Team (30%), Proposed Method to Accomplish Work (25%), and Unique Offerings (5%). Pricing must be itemized by task, with hourly rates by employee classification and name, per-mile travel costs not exceeding IRS allowances, and other associated costs; no sub-markup is allowed. Additional services will be provided on a time-and-material basis. Proposals must document a minimum of one but no more than three successfully completed similar projects, including contractor names, project manager contact information, work type, project size in linear feet or mileage inspected, and contract value. TRWD will issue written task orders at least two months before field work and will pay mobilization fees if work is canceled after mobilization begins. Contractor selection is anticipated for September 15, 2026. Proposals must remain subject to acceptance for ninety calendar days after opening. Proposals must be submitted electronically through https://procurement.opengov.com/portal/trwd.
