About this file

Summary: Request for Proposal #26-150

This is a Request for Proposal (RFP) issued by the Tarrant Regional Water District (TRWD), a publicly elected five-member board that serves Tarrant County, Texas. TRWD seeks professional services for comprehensive nondestructive condition assessment of two critical infrastructure projects: approximately 12 miles of 72-inch diameter pre-stressed concrete cylinder pipe (PCCP) in Cedar Creek Pipeline Section 4 located in Ellis and Navarro Counties east of Ennis, and comprehensive electromagnetic or ultrasonic testing of steel flooring in two 107-foot diameter above-ground storage tanks at the Cedar Creek Booster Pump Station (CC3) in Waxahachie, Texas. The PCCP inspection must assess around 5 miles per day for continuous runs and identify wire breaks using near-field or remote-field electromagnetic testing on dewatered pipe. The tank floor inspection must identify corrosion, pitting, and other defects in ferromagnetic materials. A non-mandatory pre-proposal meeting is scheduled for July 30, 2026, at 10:00 am. The question submission deadline is August 7, 2026, at 5:00 pm, and proposals are due electronically by August 17, 2026, at 2:00 pm through the procurement portal at https://procurement.opengov.com/portal/trwd. Contractor selection is anticipated for September 15, 2026. Field work for tank inspections is expected in fall 2026, while pipeline assessment is expected to begin during scheduled pipeline isolation and dewatering in early 2027. Work hours are 7:00 a.m. to 7:00 p.m. daily, with internal pipeline activities required to be completed by 5:00 p.m.

Proposals will be evaluated on a weighted basis: Cost Proposal and Fee Schedule (40%), Experience and Qualifications of Team (30%), Proposed Method to Accomplish Work (25%), and Unique Offerings (5%). Pricing shall be submitted on a per-task basis with itemized estimates indicating hourly rates by employee classification and name, per-mile travel costs not exceeding IRS allowances, and other associated costs, with no sub-markup allowed. Additional requested services will be provided on a time-and-material basis per contracted labor rates. Prospective consultants may recommend improvements to the scope and should clearly detail which project areas they are proposing to address. Proposals must include experience documentation with a minimum of one but no more than three successfully completed similar projects, with contractor names, project manager contact information, work type, project size in linear feet/mileage inspected, and contract value. The RFP does not fall under the federal Davis Bacon Act but requires compliance with Texas Government Code 2258.022 and state comptroller rulings. All proposals must remain subject to acceptance for ninety calendar days after opening. Firms must coordinate with TRWD's GIS staff and allow a 30-day review, comment, and rejection period for all inspection data submissions. Written task orders will be issued at least two months before field work, and TRWD will pay mobilization fees if work is canceled after mobilization begins.

1.1. 1.1. .......................................................................................... SUMMARY

Tarrant Regional Water District is seeking proposals for Condition Assessment of the Cedar

Creek PCCP Pipeline Section 4 and the Cedar Creek Booster Pump Station (CC3) Above Ground

Storage Tanks. Proposals are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/trwd

Proposals are due no later than 2:00 pm on Monday, August 17, 2026.

1.2. 1.2. ..................................................................................... BACKGROUND

The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant

County residents and communities for more than one hundred (100) years.

TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland

Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.

TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake

Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by

TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.

3.1. 3.1. ..................................................................................... BACKGROUND

Tarrant Regional Water District (TRWD) owns and operates approximately 268 miles of buried, large-diameter raw water transmission pipelines. The following descriptions detail the two project areas of interest for condition assessment.

Inspection Area 1:

The 79-mile Cedar Creek (CC) pre-stressed concrete cylinder pipeline, constructed in the 1970’s, runs from the Cedar Creek Reservoir in Navarro County to the Rolling Hills Booster Pump

Station in Fort Worth. Approximately 12 miles of the CC pipeline is to be inspected as part of this project located in Section 4 in Ellis and Navarro Counties, east of Ennis (Figure 1) from right of way station 2628+68 to 3200+77. This section of the pipeline consists of 72-inch diameter pre-stressed concrete cylinder pipe (PCCP) in a primarily rural setting.

Condition assessment activity for the CC Section 4 pipeline is expected to start during a scheduled pipeline isolation and dewatering taking place in early 2027.

Condition assessment activities for the above ground storage tanks are expected to take place in the fall of 2026.

Request For Proposal #26-150 18 Title: Condition Assessment of the Cedar Creek PCCP Pipeline Section 4 and the Cedar Creek Booster Pump Station

(CC3) Above Ground Storage Tanks

Proposals are requested to address the capabilities of the technologies available to assess the overall condition of steel tank flooring including corrosion and wall loss. As such, firms are expected to propose the portions of work that are applicable to the technology/technologies that are being offered and are not necessarily expected to propose the entire scope of work.

Proposals must clearly detail which areas of interest from Section 3.2, Scope of Work below;

the Consultant is proposing to provide in response to this RFP.

3.2. 3.2. .................................................................................. SCOPE OF WORK

The Scope of Work in this section is not comprehensive. Rather, it represents what TRWD anticipates will be needed to assess these pipelines. Prospective consultants may recommend improvements to the scope in their proposed method to accomplish the work.

General Information:

• The scope of work consists of professional services to perform comprehensive nondestructive condition assessment of pre-stressed concrete cylinder pipe within

TRWD’s Cedar Creek Pipeline Section 4 and corrosion testing for the flooring of the tanks at the Waxahachie Pump Station. The work is segregated into two areas of interest. These are:

o Pre-stressed concrete cylinder pipe – Internal near field OR remote field electromagnetic testing for assessment of the condition of pre-stressed wires. Tools for dewatered assessment only.

o Steel tank flooring – Comprehensive testing methods that can detect corrosion, pitting, and/or other defects in ferromagnetic materials.

Consultant shall have access to top of pipe via all the blow-offs, air valves, and manways along the pipeline alignment. The expected minimum diameter of manways on the Cedar Creek pipeline in the inspection area is 18 inches with most access manways being 24 inches.

The entirety of the inspection area will be isolated and accessible for the consultant for the duration of the project. Written task orders will be agreed upon between the consultant and

TRWD and will detail the procurement of calibration pipework, the work schedule required for each assessment of pipe section, the extent of each section to be assessed, and the total fee applicable. No work shall be performed by the Consultant without receipt of a written task order. TRWD will endeavor to release written task orders at least two months ahead of field work.

• The scheduled work dates given in a task order may be revised or canceled for TRWD to meet its water demands. In the event of a canceled task order that is not rescheduled, Request For Proposal #26-150 19 Title: Condition Assessment of the Cedar Creek PCCP Pipeline Section 4 and the Cedar Creek Booster Pump Station

(CC3) Above Ground Storage Tanks

TRWD will pay Consultant’s mobilization fees if work is not canceled prior to the start of the mobilization period listed in the task order. Work that is rescheduled for completion before the end of this contract term will be reimbursed at the same unit costs noted in the payment and fee schedule. If a shutdown to enable the Work to be performed cannot be rescheduled before the end of the contract term, TRWD at its discretion may extend the contract term or renegotiate the Work by a contract amendment or resolicit for the Work to be performed later.

• Field work shall be completed between the hours of 7:00 a.m. to 7:00 p.m. daily but shall be subject to change to meet TRWD’s needs. Pipeline access will typically be made available before 7:30 a.m. daily. Consultant is expected to complete activities inside the pipelines by 5:00 p.m. each day to permit demobilization of all field equipment by 7:00 p.m.

The extent of work included in each written task order will be dependent on pipeline availability, budget approvals, Consultant performance, and other factors affecting the release of task orders. task orders issued as part of this contract may not necessarily total the full extent of pipelines documented in this Scope of Work. Consultant may request an anticipated schedule of task order release(s) from the Contract Manager.

Pre-stressed concrete cylinder pipe (PCCP) – TRWD requires a comprehensive near field testing

(NFT) assessment or remote field testing (RFT) of the high tensile prestressing wires in each pipe segment to identify wirebreaks. The consultant must be able to assess around 5 miles of

PCCP per day for continuous runs of pipe.

• The inspection area includes:

o CC Section 4: Approximately 12 miles of 72-inch diameter PCCP

• Record drawings, plans and profiles, and lay sheets may not accurately reflect all aspects of the pipeline as it exists today.

• Existing access structures within the PCCP pipe sections may be used for condition assessment efforts.

Steel Tank Floor Inspection – TRWD requires a comprehensive electromagnetic or ultrasonic testing technology for steel floor assessment for the entirety of the tank floors to identify corrosion, pitting, and other defects in ferromagnetic materials.
