About this opportunity
The City of Edinburg is requesting proposals for installation of one reinforced concrete slab-on-grade and sidewalk at De Zavala School/City Park, 3107 Mon Mack Road, Edinburg, Texas, with proposals due August 25, 2026.
The scope encompasses site preparation, excavation, subgrade preparation, concrete placement, finishing, and curing. The concrete slab shall be 4 inches thick with a minimum compressive strength of 3,000 PSI; the sidewalk shall be 4 inches thick with minimum compressive strength of 2,500 PSI. All concrete work must comply with the 2015 International Building Code and ASTM standards. The geotechnical report identifies two primary soil strata (loose clayey sand extending 3–5 feet below surface, and soft to hard lean and fat clay below) with groundwater at 14–18 feet depth. Site preparation requires removal of 8 inches of surface vegetation and organic topsoil, excavation of 4 feet of subgrade soil, placement of woven geotextile fabric, and compaction of crushed caliche material in 6-inch lifts. The City recommends retention of the geotechnical engineer for construction materials engineering and testing services during execution.
The contract incorporates EJCDC C-700 and C-800 (2018) standard and supplementary conditions. Working hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with federal holidays observed. The contract establishes anticipated adverse weather delay schedules based on NOAA data (four to eight workdays monthly depending on season); actual delays qualify for time extensions only if they prevent critical-path work for at least 50 percent of the scheduled workday. A Resident Project Representative will oversee work, review payment applications, and participate in substantial-completion and final inspections. Required insurance includes workers' compensation ($100,000 per accident / $500,000 aggregate disease), commercial general liability ($500,000 per occurrence / $500,000 general aggregate), automobile liability, umbrella/excess liability ($250,000 per occurrence), and pollution liability. Performance and payment bonds and a warranty bond (15 percent of final contract price, issued after substantial completion) are required. The Owner may suspend work without cause and without adjustment to contract price, or terminate for convenience upon seven days' written notice with payment limited to accepted work. All disputes resolve in Hidalgo County, Texas courts; arbitration is deleted from contract documents, and the Owner is entitled to recover reasonable attorneys' fees and costs for claims filed by the Owner. Electronic bids must comply with the City's electronic bidding rules, which mandate SSL encryption, AES encryption for sensitive data, and time-sensitive decryption synchronized to atomic clock standards.
