About this opportunity

The New River Resource Authority (NRRA) in Prince William County, Virginia is soliciting sealed bids for concrete wash bay replacement at its maintenance building and storm inlet replacement with a bid due date of September 21, 2026 at 2:00 p.m. local time (note: the original advertisement listed September 15, 2026, but Addendum No. 002 issued September 11 appears to extend this to September 21). Bidders must hold a Class A contractor license in Virginia.

The scope consists of replacement of damaged concrete at the NRRA Maintenance Building located at 7100 Cloyd's Mountain Road, Dublin, Virginia, and replacement of approximately 50 linear feet of 12-inch Class IV RCP storm inlet pipe with bell and spigot end joints using flexible rubber gaskets and non-shrink grout connections. Addendum No. 002 clarifies concrete specifications: the engineer permits a maximum water-to-cementitious-materials ratio of 0.37 to 0.40 (preferably 0.38 maximum) in lieu of the original 0.32 ratio, contingent upon approved mix design and qualification testing while maintaining 6,000 psi strength and granite aggregate requirements. Trial mix testing at the contractor's expense is required if historical strength records are unavailable, with 28-day results due before concrete placement. Backfill material for the pipe shall be compacted in layers not exceeding 6 inches to 95 percent of maximum density per ASTM D698. Unsuitable subgrade removal beyond 6 inches will be handled as authorized extra work.

Bids are received electronically through https://www.tlplanroom.com and in person at the NRRA Office. A non-mandatory pre-bid conference was held September 1 at 10:00 a.m.; pre-bid questions were due September 2 at 4:00 p.m. The NRRA encourages MBE and WBE participation but does not identify a set-aside or participation goal. Bid security is required. The contract will be awarded to the lowest responsive and responsible bidder. Addendum No. 001 and Addendum No. 002 (both issued September 11) must be acknowledged with sealed bids or risk disqualification.
