About this file
This is Addendum No. 002 to the bidding documents for the New River Resource Authority (NRRA) Wash Bay Concrete Replacement project, issued by T&L Engineers Architects Surveyors on September 11, 2026. The project involves replacement of damaged concrete at the NRRA Maintenance Building and replacement of one storm inlet with associated appurtenances. Sealed bids will be received electronically through https://www.tlplanroom.com and in person at the NRRA Office, 7100 Cloyd's Mountain Road, Dublin, Virginia, until 2:00 P.M. local time on September 21, 2026, at which point bids will be publicly opened and read aloud. The addendum modifies the original bidding documents dated August 24, 2026, and bidders must acknowledge receipt of this addendum on the bid form or risk disqualification.
The addendum addresses five pre-bid questions and provides clarifications on concrete specifications and construction requirements. Regarding concrete mix design, the Engineer permits a maximum water-to-cementitious-materials ratio of 0.37 to 0.40 (preferably 0.38 maximum) in lieu of the specified 0.32 ratio, contingent upon approved mix design and satisfactory qualification testing while maintaining 6,000 psi strength and granite aggregate requirements. Trial mix testing will be required at the contractor's expense if historical strength records are unavailable, with completed 28-day results required before concrete placement. Demolished reinforced concrete may be disposed of on-site at the NRRA landfill with reinforcing steel embedded, provided exposed or protruding steel is removed or cut flush. The storm inlet pipe replacement consists of approximately 50 linear feet of 12-inch Class IV RCP with bell and spigot end joints using flexible rubber gaskets and non-shrink grout connections. Backfill material shall be placed uniformly on each side of the pipe and compacted in layers not exceeding 6 inches to 95 percent of maximum density per ASTM D698. Unsuitable subgrade removal and replacement beyond the shown 6-inch base will be handled as authorized extra work for unforeseen conditions.

RE: New River Resource Authority Wash Bay Concrete
Replacement For New River Resource Authority T&L Project No. 20213
DATE: September 11, 2026
BIDS RECEIVED DATE: September 21, 2026
This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents dated August 24, 2026, as noted below. Acknowledge receipt of this Addendum in the space provided on the Bid Form. Failure to do so may subject Bidder to disqualification.
This Addendum consists of three (3) pages.
CHANGE TO BIDS RECEIVED DATE:
Separate sealed Bids for the New River Resource Authority (NRRA) Wash Bay Concrete Replacement for the New River Resource Authority, which consists of the replacement of damaged concrete at the NRRA Maintenance Building and the replacement of one (1) storm inlet, and associated appurtenances, will be received electronically online at https://www.tlplanroom.com and in person at the New River Resource Authority Office, 7100 Cloyd’s Mountain Road, Dublin, Virginia, until 2:00 P.M., local prevailing time, on September 21, 2026, and then publicly opened and read aloud.
PRE-BID QUESTIONS:
1. QUESTION: Section 03 3000 requires 6,000 psi concrete at 28 days, granite fine and coarse aggregates, and a maximum water to cementitious-materials ratio of 0.32. A quote from Chaney Enterprises received on September 9, 2026, states that it can supply a 6,000 psi air-entrained granite aggregate mix at an approximately 0.37-0.40 water cement ratio, but will not supply the project if a ratio below 0.37 is required. Chaney also states that it has not previously produced this mix, cannot provide supporting historical curves, and can provide a trail batch at the customer’s expense.
A. Allowable ratio: Will the Engineer permit a maximum water-to-cementitious-materials https://www.tlplanroom.com/
Addendum No. 002 NRRA Concrete Replacement
September 11, 2026
T&L www.T-L.com ratio of 0.40, subject to an approved mix design and satisfactory qualification testing, while maintaining the specified strength, air content, granite aggregate, and other requirements? If
0.32 remains mandatory, has the Engineer identified a producer or established mix capable of meeting the complete specification?
B. Mix qualification: Paragraph 2.8.B permits establishing the required average strength using trial mixtures through an acceptable independent test ng agency. Please confirm the required trial-mixture testing and supporting documentation for approval of this previously unproduced mix, including whether strength-versus-water/cementitious-ratio curves must be developed and whether completed 28-day results are required before placement.
C. Testing costs: The pre-bid conference minutes state that Schnabel Engineering will perform concrete testing paid for by the Owner. Does this include preconstruction trial-mixture qualification and laboratory testing, or should bidders include those costs separately? Please distinguish responsibility for producing the trial batches from responsibility for laboratory testing and reporting.
ANSWER: Increasing the water-cement to a maximum of 0.37-0.40 is acceptable but preferred to keep to a maximum of 0.38. The granite aggregate and the minimum strength of 6000 psi are required due to the abrasiveness of the heavy equipment on the concrete slabs. If historical strength records are not available, a trial mix will be required to ensure that the strength will meet the 6000 psi minimum concrete strength. The trial mix (tested by an independent laboratory of the contractor’s choosing) will be required at the contractor’s expense and is not part of the special inspections program at the owner’s expense. The cost of the trial mix should be included in the contractor’s bid. The completed 28-day test of the trial mix will be required before placement of the concrete.
2. QUESTION: Addendum No. 1 states demolition debris may be disposed of directly within the
NRRA landfill. May demolished reinforced concrete be placed with reinforcing steel still embedded, or must all reinforcing steel be separated before disposal? Please also identify the intended on-site dump area and any size, cleanliness, or handling requirements for the concrete.
ANSWER: Demolished reinforced concrete may be disposed of on-site with reinforcing steel remaining embedded. All exposed or protruding reinforcing steel shall be removed or cut flush with the concrete before disposal.
At the time of disposal, NRRA will identify the active landfill cell where the material is to be placed.
Concrete shall be broken into pieces suitable for safe loading, transportation, and placement.

3. QUESTION: Sheet C200 notes “remove & replace 12-inch RCP,” with the proposed pipe invert in at 2035.40 and the opposite end matching the existing invert out. Our scaled takeoff is approximately 42 LF. Please confirm the intended pipe length or limits, required RCP class/joint type, whether any fittings or special connections are required at the sediment basin and new inlet, and whether all existing pipe within those limits is to be replaced regardless of condition.
ANSWER: The intended pipe length is approximately 50 L.F. Class IV RCP with bell and spigot end joints with flexible rubber gaskets. The connection to the existing sediment basin and new inlet shall be non-shrink grout. The existing pipe shall be replaced in entirety.
4. QUESTION: We are carrying the C200 trench detail: compacted VDOT No. 26 or No.
21A aggregate bedding, 4-inch minimum bedding (6-inch minimum in rock), compacted backfill, and compaction testing. Please advise if a particular backfill material, lift thickness, or compaction percentage governs beyond the project specifications.
ANSWER: Backfill material shall be placed uniformly on each side of the pipe and compacted in layers not exceeding 6”, compact to 95 percent of maximum density at optimum moisture content as determined by ASTM D698.
5. QUESTION: Please confirm whether any unsuitable subgrade or known undercut areas were observed during design or the pre-bid site visit, and whether undercut and replacement beyond the shown 6-inch No. 21A/21B slab base is incidental to the lump-sum bid or would be handled as authorized extra work.
ANSWER: Unsuitable subgrade is not known. If unsuitable subgrade is determined to exist, the removal of materials and fill will be handled as authorized extra work for unforeseen conditions.
Enclosures: None
