About this opportunity
The Florida Department of Transportation, State Materials Office, is conducting a single source procurement for concrete repair services on the Concrete Test Road located in Leon County. The scope of work includes the replacement of 17 full concrete slabs and 13 half concrete slabs that are severely damaged, along with repairs to spalled areas and texturing of the newly paved surface to restore roadway safety and structural integrity. The primary objectives are to prevent accidents, mitigate structural failure risks, and enhance roadway safety while protecting ongoing research activities and embedded instrumentation within the pavement. The project has a contract term of two months and an estimated value of $249,477.33. Prospective vendors must submit capability information by 5:00 p.m. EST on Thursday, April 9, 2026, to demonstrate their ability to execute the replacement work while maintaining the integrity of the embedded research instrumentation. The posting was made on March 19, 2026, and will remain available for a minimum of 15 business days to allow interested parties to respond.
The known vendor identified for this single source procurement is Superior Construction Company Southeast, LLC, which originally constructed the Concrete Test Road and possesses specialized knowledge of its unique pavement structure and embedded instrumentation. The justification for single source procurement is based on the contractor's exclusive expertise and proven capability to safely execute the replacement work without disrupting ongoing research activities. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the procurement notice. Vendors should direct capability submissions to Jocelyn Moore via email at CO.Purch@dot.state.fl.us or by mail to 605 Suwannee Street, MS 20, Tallahassee, FL 32399-0450. Following review of any vendor responses received, the Department will issue a written determination regarding single source availability and post its intended decision on the Vendor Information Portal in accordance with Florida Statutes Section 120.57(3).
