The scope requires approximately 4,935 cubic yards of concrete meeting specific technical requirements: 3,000 psi compressive strength at 28 days, Type I or II Portland cement, 4 to 6 inches slump, 5 to 7 percent air content, and delivery within 90 minutes of mixing at temperatures between 50 degrees Fahrenheit and 85 degrees Fahrenheit. All materials are guaranteed for one year from acceptance date.
For bids exceeding $100,000, a bid bond of 5 percent of the bid amount is required, or vendors may submit a certified check, bank draft, or negotiable U.S. Government Bonds as alternatives. The successful bidder must provide a 100 percent payment bond from an approved surety company holding a State of Texas permit. Comprehensive insurance is required, including Commercial General Liability with $2,000,000 general aggregate and $1,000,000 per occurrence limits, Automobile Liability with $1,000,000 per person and per accident limits, Workers' Compensation as required by Texas statute, and Contractor's Pollution Liability with $1,000,000 per occurrence limit, with Val Verde County listed as additional insured and certificate holder.
Questions are due by 4:30 p.m. on August 19, 2026, with responses posted by August 21, 2026. Bidders are encouraged to examine the project site prior to submission. Payment is made 30 days from invoice date after material receipt and inspection approval. Liquidated damages are assessed at $100 per day for completion delays. Bids remain valid for 60 calendar days from opening. Bidders must submit a notarized Statement of Bidder's Qualifications and a Conflict of Interest Questionnaire within seven business days of beginning contract discussions. The County reserves the right to reject any or all bids.
