About this opportunity

The Florida Department of Agriculture and Consumer Services is requesting sealed bids for the purchase and delivery of approximately 600,000 concrete half-blocks under ITB AQ 26 27 41, with bids due August 24, 2026 at 5:00 PM ET. A Florida-vendor preference under Section 287.084, F.S. applies; preference is also given to certified business enterprises, in-state manufactured products, drug-free workplace certified businesses, and veteran-owned businesses in cases of identical tie bids.

The concrete masonry units must be new lightweight standard 8-inch half-blocks with double corners and single core, nominal dimensions 8" × 8" × 8" (actual 7 5/8" × 7 5/8" × 7 5/8"), deployed across three coastal sites: approximately 310,000 blocks to Brevard County (Body C), approximately 145,000 blocks to Dixie County (Pine Island), and approximately 145,000 blocks to Charlotte County (Gasparilla Sound). The contractor must begin delivery no later than 15 days following purchase order issuance and continue weekly shipments for approximately nine months. The contractor bears all risk of loss or damage until departmental acceptance, provides equipment and manpower to unload and restack bulk shipments per departmental instructions, and may not be paid for materials delivered in excess of the contracted amount. Bid prices must be firm and inclusive of all packaging, handling, shipping, delivery, environmental fees, and fuel charges.

Award will be made to the responsive and responsible vendor with the lowest grand total price. The FDACS reserves the right to adjust quantities and intends to make a single award or no award as determined in the state's best interest. The contract is contingent upon annual legislative appropriation. Vendors must register with MyFloridaMarketplace, submit a Substitute W-9 form with the Department of Financial Services, comply with forced labor attestation, drug-free workplace certification, debarment and suspension certifications, and E-Verify registration. Payment is made upon delivery and satisfactory completion by state warrant, with a one percent MyFloridaMarketplace transaction fee deducted from all payments. Vendor questions are due August 11, 2026 at 5:00 PM ET, with written responses posted August 12. Public bid opening is scheduled August 25 at 10:00 AM ET via teleconference.
