About this file

This Addendum 1 document issued by the Florida Department of Agriculture and Consumer Services provides clarifications and timeline revisions for Invitation to Bid (ITB) AQ 26 27 41 for the purchase and delivery of concrete half-blocks. The solicitation seeks approximately 600,000 new lightweight concrete masonry units (CMUs) consisting of standard 8-inch half-blocks with double corners and single core in nominal dimensions of 8" × 8" × 8" (actual 7 5/8" × 7 5/8" × 7 5/8"). Delivery is required to three coastal locations: approximately 310,000 blocks to Brevard County, 145,000 blocks to Dixie County, and 145,000 blocks to Charlotte County. The revised timeline establishes the deadline for vendor questions as August 11, 2026 at 5:00 PM, with written responses posted between August 12 and August 17, 2026. Sealed bids are due August 31, 2026 at 5:00 PM (revised from August 24), and the public bid opening is scheduled for September 1, 2026 at 10:00 AM via teleconference. The contract term includes weekly deliveries over approximately nine months, beginning no later than 15 days following purchase order issuance.

The addendum specifies concrete mix design requirements, including 1 part Portland cement, 3 parts fine sand, 5-6 parts lightweight coarse aggregate, and a water-to-cement ratio of 0.45-0.55. The CMUs must meet ASTM 90 standards with density under 105 pounds per cubic foot, minimum compression strength of 2,000 psi, and water absorption between 13-18 pounds per cubic foot. Weekly delivery quantities and detention or redelivery cost reimbursement terms will be mutually established after award. Each delivery location can accommodate 48'-53' flatbed tractor trailers. Bid prices must be firm and inclusive of all packaging, handling, shipping, delivery, environmental fees, and fuel charges. The contractor bears all risk of loss or damage until departmental acceptance and is responsible for equipment and manpower to unload and restack bulk shipments. Award will be made to the responsive and responsible vendor with the lowest grand total price, with Florida vendor preference and preference for certified business enterprises, in-state manufactured products, drug-free workplace certified businesses, and veteran-owned businesses applied in cases of identical tie bids.

Question Number Question Answer

Please provide or confirm the required concrete mix design/material composition for the lightweight CMUs, including the required materials and the percentage or ratio distribution of each component (e.g., cement, lightweight aggregate, conventional aggregate, water additives/admixtures, or other constituents). Please also identify any required cement type, aggregate type, or prohibited materials.

1 Part Portland Cement 3 Parts Fine Sand 5-6 Parts Lightweight Coarse Aggregate Water-to-Cement Ration 0.45-0.55

Please confirm whether the lightweight CMUs must meet any specific ASTM standard, minimum compressive strength/PSI, density, water absorption, durability, or other performance requirement beyond the dimensions and configuration stated in Section 2.1. The current specification only identifies the units as new lightweight CMUs, standard 8” half blocks, double-cornered/single-core, with the listed nominal and actual dimensions.

ASTM 90 Standard density under 105 pcf Compression minimum 2,000 psi Water absorption 13-18 lbs. per cubic foot.

Question Number Question Answer

Section 2.1 states approximately 610,000 blocks, while the site quantities and Attachment B total 600,000 block.

Please confirm the quantity we should use for pricing.
