Jackson County, Missouri, through its Road & Bridge Division of Public Works, is issuing an Invitation to Bid (ITB No. 26-009) for Concrete Cleaning & Sealing Services under a 24-month term and supply contract with one optional 12-month extension. The procurement encompasses three service categories: concrete cleaning via power washing, concrete sealing using Silane Aquanil 100 Plus or an approved equivalent material, and mobile power washing equipment rentals with large vehicle cleaning services. Bidders may submit proposals for items individually or in combination, with services to be performed across the Greater Kansas City Metropolitan Area (encompassing Cass, Clay, Jackson, Lafayette, and Platte counties in Missouri, and Johnson and Wyandotte counties in Kansas) on sidewalks, drives, bridge decks, bridge rails, and other flatwork across varying square yardage ranges. Qualified contractors must demonstrate a minimum of five years' experience in concrete cleaning and sealing services for municipalities and must provide professional references, current occupational licenses, and a Certificate of Compliance from the Jackson County Compliance Review Office obtained at least five business days prior to the bid deadline of April 14, 2026. All bids must be submitted electronically through the Jackson County Bonfire Portal by 2:00 p.m. CDT on April 14, 2026, with written questions due by 5:00 p.m. CDT on April 7, 2026. Respondents are required to submit proof of Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limits), Workers Compensation at statutory limits, and Excess/Umbrella Liability ($1,000,000 limits), along with an IRS W-9 Form and two dedicated email addresses.
Jackson County has established Minority-Owned Business (MBE), Women-Owned Business (WBE), and Veteran-Owned Business (VBE) participation goals at 9.5%, 11.7%, and 0% respectively, with bidders claiming these designations required to provide appropriate governmental or Minority Supplier Council certifications. All respondents must complete an MBE/WBE/VBE Participation Affidavit and submit a Contractor Utilization Plan with a List of Intended Subcontractors if unable to meet established participation goals, supported by Good Faith Effort documentation and a Statement of Contractor's Qualifications. Contractors are additionally required to provide an Affidavit certifying no conflicts of interest with County officers or employees and compliance with federal work authorization requirements. Prevailing wage requirements apply only to individual projects exceeding $75,000 in total project cost, with certified payroll records submitted weekly to the Compliance Review Office through the LCP tracker system. The county estimates annual spending of $250,000 for these services, with Jackson County reserves the right to split awards, request bid clarifications, and add or delete service locations as necessary.
