About this opportunity
The County of Tuolumne is requesting proposals for concessionaire services to operate, manage, and maintain the Tulloch Reservoir Public Fishing Access project area under RFP-2025-0143, with proposals due September 4, 2026 at 12:00 a.m. and a non-mandatory pre-proposal meeting on August 14, 2026.
The scope encompasses operation of the boat launch and aquatic invasive species decontamination station, campground and campsite reservation services, marina operations, facility and grounds maintenance, and day-to-day site oversight across approximately 62 acres of lakefront property on the south shore. The existing facility inventory includes 67 campsites, 10 on-water cabins without bathrooms, 2 off-water cabins with full amenities, 21 cabanas, and 8 RV sites with varying hookup levels. Proposers must identify and describe proposed improvements to the project area; specific improvements will be determined through post-award negotiations with the County. The concessionaire must comply with the Operating and Maintenance License Agreement with the California Department of Fish and Wildlife (in place since May 15, 1961), the Tri-Dam Project Shoreline Management Plan (FERC Project No. 2067), and applicable encroachment permit requirements for any shoreline development.
Minimum qualifications require at least three years of operational management experience, identification of a qualified lead manager, demonstrated capability to perform all scope requirements, possession or ability to obtain aquatic invasive species training and certifications, and sufficient financial and organizational capacity.
The initial concession agreement term is five years, with options to extend for three additional five-year terms contingent upon satisfactory performance, County determination of operational benefit, and continued need for concessionaire management. Financial proposals must include a comprehensive fee schedule for campsite rentals and aquatic invasive species decontamination stratified by vessel complexity, plus a proposed percentage of gross receipts payable to the County, with the option for minimum or fixed annual payments.
Evaluation criteria weight financial proposal at 30 percent, scope-of-services response at 30 percent, proposed improvements and implementation at 20 percent, and qualifications and experience at 20 percent. Questions are due August 21, 2026. The Review Committee will announce the award tentatively on September 14, 2026, with contract execution targeted for October 20, 2026.
Opportunity text
The County of Tuolumne is seeking proposals from qualified and experienced parties to provide long-term operation, management, and maintenance of the Tulloch Reservoir Public Fishing Access project area. The County intends to select a concessionaire capable of maintaining reliable public access to the site while providing safe, financially sustainable, and high-quality recreational services.
Required operations will include, but are not limited to, operation of the boat launch and vessel decontamination station, campground and campsite reservation services, marina operations, maintenance of the facilities and grounds, and day-to-day oversight of the project area. Proposers will be expected to describe how they would staff, operate, maintain, and manage the site; serve visitors; comply with applicable requirements; and support the continued availability of public recreational access to Tulloch Reservoir.
In addition to operating and maintaining the site, the successful proposer will be expected to implement improvements to the project area. Rather than prescribing specific improvements in this RFP, the County will require each proposer to identify and describe its proposed improvements as part of its proposal. The improvements ultimately required under the concession agreement will be determined through negotiations with the selected proposer.
Through this RFP, the County seeks an operator with the experience, organizational capacity, and operational approach necessary to manage the project area as a coordinated recreational facility and sustain its long-term use by residents and visitors.
