About this opportunity
Goochland County is soliciting Conceptual Phase PPEA proposals for pre-construction, construction, and closeout services to design and construct a new County Courthouse of approximately 75,000 square feet, with proposals due October 8, 2026, and a question deadline of September 8, 2026.
The scope encompasses the full delivery of a courthouse housing Circuit Court, General District Court, and Juvenile & Domestic Relations Court operations, along with judges' chambers, courtrooms, jury assembly, clerks' offices, security and holding areas, Commonwealth Attorney's office, adult probation services, and court services units. The awardee shall provide project management, design development through all phases, regulatory and agency coordination, cost estimating, constructability reviews, procurement coordination, construction services, and project closeout to Certificate of Occupancy. All identified team members and major subcontractors exceeding $1 million must be named at proposal submission and cannot be substituted without County written approval.
The site is approximately 1.5 acres at the corner of River Road West and Courthouse Circle; geotechnical findings indicate subsurface conditions suitable for shallow foundations with a preliminary allowable bearing pressure of 2,500 psf. Proposals must include preliminary cost estimates in Construction Specification Institution (CSI) format with separate line items for construction work, contingencies, general conditions, taxes, insurance, and fees, and a financial plan addressing development, financing, and operation with anticipated fund requirements and sources. The County anticipates funding through available resources but is open to alternative financing arrangements, partnerships, or delivery approaches demonstrating clear cost, schedule, operational, or lifecycle benefits.
Minimum qualifications include Virginia business licensure, relevant experience with comparable projects, past safety performance records, technical performance history, current financial statements, and worker safety programs. Insurance requirements include Comprehensive General Liability of $1 million per occurrence / $2 million aggregate, Comprehensive Automobile Liability with the same limits, Professional Liability Insurance of $1 million per claim / $2 million aggregate, and appropriate workers' compensation coverage.
The County anticipates completing evaluation by November 6, 2026, notifying top-ranked offerors by November 10, 2026, and issuing detailed proposal requests the same day. Interviews with top-ranked offerors are scheduled for December 17–18, 2026, with an interim or comprehensive agreement award anticipated thereafter. Proposals remain valid for 90 days from opening.
