About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet on behalf of the Kentucky State Police, is procuring 200,000 concealed carry deadly weapons identification cards through this Request for Bid (RFB 758 2300000654). The cards must be white, 30 mil thickness, blank PVC cards measuring 3.375" x 2.125" with printable graphic quality on both sides, compatible with the agency's Zebra Card ZXP Series 7 printer and safe for use with standard printer ribbons. The successful vendor must submit ten sample cards for testing to ensure compatibility with the agency's equipment before contract award, and assumes responsibility for replacing any box lots that damage the printer following award. Evaluation will utilize a best value ranking approach allocating 90 points for price (with the lowest bidder receiving maximum points and others scored proportionally) and 10 points for delivery time, which must be stated in specific working days rather than vague terms. Vendors must be registered in the Kentucky Vendor Self Service (VSS) system prior to electronic submission through the Commonwealth's eProcurement system, with written questions due by May 5, 2023, at 10:00 AM ET and bids due by May 15, 2023, at 1:30 PM ET, followed by a bid reading at 3:30 PM ET. All pricing must exclude federal excise taxes and Kentucky sales or use taxes, remain valid for a minimum of 60 calendar days after the bid due date, and be quoted F.O.B. Destination Freight Prepaid and Allowed, with vendors responsible for all shipment and freight charges.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders including Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 percent of maximum points awarded. All bidders must comply with mandatory affidavit requirements, including attestation that they have not knowingly violated Kentucky campaign finance laws and confirmation of authorization to conduct business in Kentucky with appropriate tax filings and insurance coverage where applicable. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, with failure to do so potentially resulting in non-responsive bids. Vendors must pay all shipping costs for samples submitted for testing, with samples becoming Commonwealth property unless return is requested within 30 days of contract award. Vendors face a one percent daily deduction from invoices for each day delivery is missed, and the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. The specific budget allocation or award value has not been disclosed in the solicitation documents.
