About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Police, issued Request for Bid (RFB) 758 2300000604 for the procurement of 200,000 Concealed Carry Deadly Weapons ID Cards. The solicitation requires white, 30-mil thickness PVC cards measuring 3.375" x 2.125" that are blank, printable, and graphic quality on both sides, with no magnetic strips, slots, or holes, as the Kentucky State Police Criminal ID & Records Branch will perform all printing in-house using a Zebra Card ZXP Series 7 printer. All cards must be delivered to the KSP CCDW Branch at 1266 Louisville Road, Frankfort, Kentucky 40601, with shipping costs included in the bid price on an F.O.B. Destination Freight Prepaid and Allowed basis. The solicitation was issued on March 16, 2023, with written vendor questions due by March 23, 2023 at 10:00 AM ET and a bid closing date of March 30, 2023 at 1:30 PM ET, with electronic submission required through the Commonwealth's eProcurement system and a bid reading conducted at 3:30 PM ET on the closing date. Award will be determined using a best value ranking approach with 90 points allocated to price and 10 points to delivery time stated in working days, with a one percent per day deduction from invoices for each day the vendor fails to meet the contracted delivery date. Vendors must be registered in the Vendor Self Service System prior to submission, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
The procurement is subject to reciprocal preference for Kentucky resident bidders, and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind may receive preference points of 20 percent and 15 percent respectively of maximum available points. Prior to award, successful bidders must submit required documentation including Kentucky Tax Registration Application (Revenue Form 10A100), Certificate of Authority if applicable, required notarized affidavits confirming campaign finance law compliance, and EEO forms if applicable. Kentucky resident bidders claiming resident status must attest that they are authorized to conduct business in Kentucky, have filed state corporate income taxes for at least one year prior to advertisement, have made unemployment insurance fund payments, and maintained active workers' compensation policies. The contract will be awarded as a Group All procurement on a best value basis to a single vendor for all line items with no renewal options, and the Commonwealth reserves the right to cancel the RFB if all responses exceed available funding. No specific contract value or budget range is disclosed in the solicitation documents. Payment will be made within thirty working days after receipt of goods or vendor invoice in accordance with Kentucky statutes.
