About this opportunity

Southern Oregon University (SOU) is procuring roofing replacement services for the Computing Services Center West Wing located at 480 University Way in Ashland, Oregon, through an Invitation to Bid (ITB #2026-08). The project encompasses the complete removal and replacement of existing single-ply EPDM membrane roofing (approximately 9,000 square feet) and clay tile roofing (approximately 3,400 square feet) with new 60-mil PVC membrane and 22-gauge standing seam metal roofing systems. The scope of work includes demolition and disposal of existing ballast, pavers, underlayment, and tile; installation of densdeck cover board and mechanically-fastened PVC membrane; installation of standing seam metal roofing with underlayment; replacement of nine roof drains; removal and relocation of two CATV antennas; installation of fall protection anchors and walk pads; and replacement of metal parapet copings. Bidders must be Oregon-licensed commercial contractors holding current Installers certification from the roof membrane manufacturer, with a minimum of three comparable roofing projects completed within the last three years, and must maintain a Public Works Bond on file with the Construction Contractor's Board prior to bid submission. A mandatory pre-bid meeting is scheduled for May 1, 2026, at 10:00 a.m. at the SOU Science Building, with sealed bids due by 3:00 p.m. local time on May 13, 2026, submitted through the Bonfire Procurement Portal or by hand delivery to the SOU Service Center; public bid opening occurs at 3:15 p.m. the same day. The contractor must provide a 20-year non-delegable manufacturer's warranty extending to the outside face of exterior walls, and the facility will be available for construction from June 15, 2026, through August 31, 2026. Oregon BOLI prevailing wage rates apply, and bidders are encouraged to include information regarding environmental impact mitigation, supplier diversity strategy, and corporate values statements aligned with the university's commitment to diversity, equity, inclusion, and sustainability.

The ITB does not identify any specific set-aside designations or incumbent contractors; however, performance and payment bonds are required, and all prime bidders and subcontractors must be currently licensed by the Oregon Construction Contractor's Board with a Public Works Bond on file prior to submission. Contractors must provide evidence of Workers' Compensation Insurance and maintain Commercial General Liability and Automobile Liability Insurance with minimum limits of $2,000,000 per occurrence and $4,000,000 annual aggregate. Award decisions will be made following a seven-day protest period after posting of the Notice of Intent to Award, with the selected bidder required to execute a contract and deliver required insurance certificates within ten calendar days of award notification. The bid amount is expected to exceed $50,000, making Oregon BOLI prevailing wage rates applicable. Bidders must submit lump sum bids on the SOU Form B-5 and are required to field verify all dimensions and quantities prior to bid submission, with bid documents available through the SOU Procurement portal at https://sou.bonfirehub.com/portal/?tab=openOpportunities or the Oregon Public Universities website at https://secure.orpu.org/bid.
