About this opportunity

The County of Orange Sheriff-Coroner Department is seeking competitive bids for a comprehensive Compressor Maintenance and Repairs contract covering eleven county locations, including facilities such as Brad Gates Facility, Central Men's Jail, and Theo Lacy Facility. The procurement seeks a contractor to provide routine inspection, testing, cleaning, adjustments, maintenance, certification, and corrective repairs for various compressor types including Reciprocating, Rotary Screw, and Centrifugal models. Mandatory services include 24/7 emergency services, quarterly and annual maintenance, and as-needed repairs for air compressing, separating, and drying equipment. The solicitation requires electronic bid submissions through the County's online bidding system, with a mandatory two-day job walk scheduled for July 8-9, 2025, which requires obtaining security clearance. Bidders must submit comprehensive documentation including company profiles, references, safety data sheets, and certifications, with bids due by July 14, 2025, at 4:00 pm. The contract will require strict compliance with manufacturer specifications, state and federal regulations, and contractors must maintain proper licensing, insurance, and safety protocols. Evaluation will focus on the lowest responsive and responsible bid, with consideration given to the bidder's qualifications and references.

The County offers preferences for Local Small Business (OCLSB) and Disabled Veteran Business Enterprise (DVBE) bidders, potentially providing a 5% bid price reduction for certified businesses. Out-of-state contractors must provide a California sales tax permit number, and bidders may be required to demonstrate experience and capability in providing the requested services. The County reserves the right to award contracts to one or multiple bidders as deemed in the best interest of the County. While specific award values are not explicitly stated, the contract is structured for an initial three-year term with potential for two additional one-year renewals, covering multiple Sheriff's Department facilities. Contractors must adhere to strict personnel requirements, including background checks and security clearances, particularly when working in correctional facilities. The contract includes detailed pricing structures for scheduled maintenance and as-needed services, with labor rates varying for standard business hours, after-hours, weekends, and holidays. Successful bidders must provide comprehensive tool control protocols and comply with state labor laws and prevailing wage requirements.
