About this opportunity

The City of Austin, Texas is requesting bids for compressed medical-grade oxygen supply with delivery and tank-exchange services under IFB 5000 JRN1037 REBID, with bids due June 18, 2026 at 2:00 p.m. CT and questions due June 5, 2026. A local business preference of five percent applies to offerors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties), and small business preference is available to certified small businesses meeting SBA Small Business Size Standards.

The scope covers three categories: rental of compressed medical-grade oxygen cylinders in five sizes (D, C, M4, 125, and K tanks) with estimated monthly rental quantities ranging from 6 to 1,800 cylinders; refill and delivery services for the same sizes with estimated annual quantities ranging from 40 to 11,000 cylinders plus 1,200 annual delivery stop fees; and non-specified catalog items with estimated annual spending of $5,000. Delivery and restocking are required across ten locations including EMS Warehouse (primary distribution hub at 4201 Ed Bluestein Boulevard), EMS Headquarters, Dell Seton Medical Center, and eight fire stations, with specified stocking levels and scheduled delivery windows. Total authorized inventory includes 307 Size D tanks, 38 Size K tanks, 10 Size C tanks, and 32 Size M4 tanks across all locations.

Pricing is fixed for the first twelve months, with adjustments thereafter limited to changes in the Producer Price Index for Industrial Gases. The City will award to the lowest responsive bid. Offerors must submit pricing without modification using the provided template, include at least three customer references from services provided within the last five years, and provide a Wage Theft Ordinance certification. If subcontractors are used, good faith efforts to solicit certified M/WBE firms are required, though no formal M/WBE subcontracting goals apply. Comprehensive insurance requirements including Commercial General Liability ($500,000 per occurrence), Business Automobile Liability ($500,000 combined single limits), and Workers' Compensation are mandatory prior to contract execution.
