About this opportunity
The Village of Newark, New York, is requesting qualifications for a design consultant to prepare a Comprehensive Safety Action Plan, with proposals due September 17, 2026 at 4:00 p.m. The procurement is funded by a $150,000 Safe Streets and Roads for All (SS4A) Grant from the Federal Highway Administration and carries comprehensive federal terms and conditions.
No formal set-asides or preference goals apply — SDVOB, MBE, WBE, and DBE goals are all 0.00% — but the Village encourages consultants to team with minority-owned, women-owned, and service-disabled veteran-owned businesses to satisfy federal small and disadvantaged business requirements under 2 C.F.R. 200.321.
The scope comprises seven primary tasks: establishing leadership commitment and zero-fatality goals through official public commitment; forming a planning committee for oversight; conducting comprehensive safety analysis of existing conditions and crash data; engaging stakeholders through three public meetings; reviewing and assessing current policies for safety improvements; selecting and prioritizing projects and strategies based on data and evidence; and developing a method to measure progress and outcomes. The completed Action Plan is due May 1, 2028.
Selection criteria in order of importance are: understanding of the work (35%), experience with similar SS4A projects and plan implementation (30%), experience and qualifications of proposed staff (25%), familiarity with Federal requirements (5%), and logistics and project area familiarity (5%). Proposals are limited to ten single-sided pages, submitted in five copies to Lynette Morrison, Village Clerk/Treasurer, by email or mail. The Village plans to select a consultant in September 2026, with consultant agreement execution at the October board meeting. The consultant will also assist Village staff with preparing reimbursement requests and meeting Federal reporting requirements under the grant agreement, including quarterly performance and financial reporting, Federal labor and civil rights compliance, domestic content procurement preferences, environmental review, and post-award monitoring.
