About this opportunity
The City of Compton is requesting proposals for comprehensive maintenance, repair, monitoring, and replacement services for three city-owned solar photovoltaic systems (731 modules and 11 inverters across Gonzales Park Community Center, Gonzales Park Carport, and Fire Station No. 3), with proposals due July 23, 2026 at 5:30 p.m. Pacific Time. A mandatory pre-proposal conference is scheduled for July 7, 2026 at 10:00 a.m. Pacific Time at Compton City Hall. Personnel must hold current fall protection certification for rooftop work. A minimum of three professional references is required.
Services encompass quarterly system monitoring via online dashboards, semiannual visual inspections of major components, annual solar module cleaning with additional cleaning as environmental conditions warrant, security and asset protection, safety compliance, and corrective maintenance with specified response times. Equipment is manufactured by Trina Solar and SolarEdge. Pricing must be submitted on a fully loaded line-item basis for scheduled maintenance and unit rates for corrective and replacement work.
The initial contract term is three years with options to renew for up to two additional one-year terms, extending the maximum duration to five years. Comprehensive insurance coverage is required: Commercial General Liability ($2,000,000 per occurrence/$5,000,000 aggregate), Automobile Liability ($2,000,000 per accident), Worker's Compensation and Employer's Liability ($2,000,000 per accident), and Professional Liability ($2,000,000 per occurrence/$5,000,000 aggregate).
Evaluation criteria are experience and qualifications (20 points), technical approach and understanding (20 points), compliance and licensing (15 points), cost proposal (25 points), maintenance management (10 points), and past performance and references (10 points), with bonus points available for local municipal experience (5 points) and NABCEP certification (5 points).
