About this opportunity

The Town of Manchester, located in Hartford County, Connecticut, is seeking a contractor for Compost Management, Waste Grinding and Removal Services through Invitation to Bid (ITB) #23/24-4. The procurement involves processing and removing organic materials from the Manchester Landfill, including mixed yard waste, brush, pallets, clean wood, wood chips, stumps/logs, and compost. The town generates approximately 15,000 to 18,000 cubic yards of compost annually through two harvests (late May and September) and processes an average of 2,900 tons of mixed yard waste and 1,850 tons of brush and pallets per year. Key deliverables include grinding materials, removing current materials by October 31, 2023, and managing the compost production process. Bidders must provide references demonstrating significant past experience in similar services and can schedule a site visit with the Sanitation Foreman. The bid was released on July 20, 2023, with a question submission deadline of July 25, 2023, and a bid response deadline of July 28, 2023, at 11:00 am. The initial contract term runs from the award date up to August 31, 2023, with an option to extend yearly for a maximum of three additional years.

The procurement includes a Living Wage Certification requirement, with bidders required to indicate whether they are a "Covered Employer" under the Manchester Living Wage Ordinance. Potential bidders may be exempt if they are a nonprofit organization, employ fewer than 25 eligible employees, or have an annual contract value under $25,000. The Town reserves the right to terminate the contract with 30 days' written notice and to reject any bid in the best interest of the municipality. Price adjustments for contract extensions will be based on the Bureau of Labor Statistics Consumer Price Index. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the bid includes a pricing table with line items for services charged to the Town (such as grinding and mobilization) and services paid to the Town (for compost removal). Though a specific budget range is not provided, the extensive material processing requirements suggest a substantial contract value. Contractors must perform work during normal landfill hours and comply with all specified contract requirements, including the Living Wage Ordinance certification.

Opportunity text

The Town of Manchester operates a leaf composting facility adjacent to the Manchester Landfill located at 263 Olcott St. Annually the Town collects leaves from curbside yard waste collection and commercial users of the Landfill and generates approximately 15,000 to 18,000 cubic yards of compost each year. Due to the volume of leaves and space requirements, the compost is generated in two "harvests". The first harvest is available in late May and the second harvest is available in September each year.

The Town also collects yard waste, brush, tree limbs, stumps and clean pallets from contractors and landscapers. This material is placed in a designated area of the landfill. Periodically throughout the year, this material is ground into wood chips.
