Invitation To Bid #23/24-4 Title: COMPOST MANAGEMENT, WASTE GRINDING AND REMOVAL SERVICES
1. INTRODUCTION
1.1. Summary
The Town of Manchester operates a leaf composting facility adjacent to the Manchester Landfill located at 263 Olcott St. Annually the Town collects leaves from curbside yard waste collection and commercial users of the Landfill and generates approximately 15,000 to 18,000 cubic yards of compost each year.
Due to the volume of leaves and space requirements, the compost is generated in two “harvests”. The first harvest is available in late May and the second harvest is available in September each year.
The Town also collects yard waste, brush, tree limbs, stumps and clean pallets from contractors and landscapers. This material is placed in a designated area of the landfill. Periodically throughout the year, this material is ground into wood chips.

5. PROJECT DETAILS
5.1. PROJECT DETAILS
The Town of Manchester is seeking proposals from contractors for the sale or acceptance of these materials that are collected and processed by the Town. At a minimum, all proposals must include the level of services that are currently being provided for the Town. Those services are described in Section 3 for mixed yard waste grinding, brush and pallet/clean wood grinding, wood chip removal, stump/log shearing and compost removal.
The Town is interested in proposals which provide the most cost effective method to manage these organic materials and maximize our return. If contractors wish to submit an alternate proposal for services which may provide additional revenues or benefits to the Town, the Town will evaluate those proposals during its selection process.
All proposals shall clearly indicate the price to be paid to the Town or charged to the Town for each of the services provided in units specified.
The Town will not allow a contractor to deliver his own material and process it in our
Landfill. Only materials delivered specifically to the Manchester Landfill and generating tipping fee revenue shall be processed by the contractor under this contract.
5.2. MIXED YARD WASTE GRINDING
The Town currently has Mixed Yard Waste (90% bagged leaves, grass, clippings and 10% bundled brush) processed usually twice per calendar year. This material is stockpiled in a separate pile in the organics management area. The Town builds windrows from this material. The average tonnage for the past four years of mixed yard waste grinding is 2,900 tons.
These figures are for information only and are not a guarantee of future quantities.
5.3. BRUSH AND PALLETS / CLEAN WOOD GRINDING
The Town currently has brush and pallets / clean wood processed two to four (2 – 4) times per calendar year. The ground wood chips are loaded and hauled out by the contractor to their location. This material is stockpiled in a separate pile in the organics management area. The contractor weights outbound loads on the Town’s truck scale adjacent to the brush storage area. The average tonnage of brush and pallets / clean wood grinding for the past four (4) years is 1850.00 tons.
These figures are for information only and are not a guarantee of future quantities.
5.4. WOOD CHIP REMOVAL
Wood chips are generated by the Town and by contracted projects within the Town. The wood chips are stockpiled adjacent to the Transfer Station area, and are kept separate from the brush and pallets/clean wood. The contractor loads and hauls these wood chips to their location upon request of the Town, usually in conjunction with the brush grinding operation. These wood chips are also weighed on the Town’s truck scale.
5.5. STUMP/LOG SHEARING
The Town currently retains the contractors’ services once or twice per year for stump and log shearing. (Logs greater than 24” in diameter are placed with the stumps). This material is stockpiled in a separate pile in the organics management area of the landfill. The contractor uses an excavator equipped with a shear to size the stumps and logs into material that can be ground as part of the brush grinding operation. This is normally performed in advance of brush/pallet grinding.
5.6. WINDROW COMPOST REMOVAL
The Town currently manages the Windrow Composting operation. Every November, 10-11 windrows of vacuumed leaf material are built as part of the Town’s leaf collection program. The Town utilizes a
Scarab to the turn the windrows as necessary. Each spring (April/May), this material is harvested and stockpiled to create room for the 2nd harvest of compost. This set of rows, usually between 7-10 rows, is built from the ground mixed yard waste material and any left-over loose leaves from the vacuuming operation. This second batch is normally ready for stock piling around late summer (July/August) of each year. Currently, the contractor brings in a screener and screens the finished compost material onsite, and the screened material is stockpiled for removal as the contractor’s demand/schedule allows for. Bids should be based on the loading process being performed by the awarded vendor. The Town may load the contractor’s outbound trucks with compost using a Town payloader if it is determined to be in the Town’s best interest to do so. The compost is weighed out on the Town’s truck scale adjacent to the composting area. The contractor is required to purchase all of the compost, either screened or unscreened, by time the alternating harvest is ready for stockpiling/storage. The Town reserves the right to ownership of 150 tons screened compost. The average tonnage for the past four years of screened compost is 4,424 tons and unscreened compost is 2,100 tons.
These figures are for information only and are not a guarantee of future quantities.
The contractor shall remove the material we currently have on the pad by October 31, 2023.

Effective February 1, 2010, the Town of Manchester adopted a living wage ordinance. This Summary
Description is designed to provide any vendor bidding on a Town of Manchester contract with the key provisions of that ordinance. It does not contain the full ordinance.
LIVING WAGE REQUIREMENT:
The ordinance requires that companies awarded service contracts by the Town of Manchester exceeding $25,000 in any one fiscal year pay their Eligible Employees a living wage. Companies considered Covered Employers subject to this requirement are defined below. The Town of Manchester has determined that the contract resulting from this bid or Request for Proposals will be subject to the ordinance if the total contract value is $25,000 or more in any one fiscal year.
The living wage is currently calculated to be $15.34 per hour for employees that are provided comprehensive health care benefits, or $23.35 per hour for employees that are not provided comprehensive health care benefits.
The living wage and health benefit requirements are adjusted annually each July, effective July 1, 2010.
Companies will be required to pay the applicable living wage rate in effect during the term of their contracts.
COVERED EMPLOYERS AND EXEMPTIONS:

This sworn affidavit shall be provided thereafter on an annual basis within 30 days of a request being made by the Town if the duration of the contract exceeds one (1) year.
Notify their employees of their rights under the Living Wage Ordinance by posting a copy of the ordinance and other materials prepared by the Town of Manchester in locations where employees will see them.
Make best efforts to attempt to hire residents of the Town of Manchester for all new positions which result from a service contract subject to the ordinance.
PROHIBITED PRACTICES:
Covered Employers cannot decrease non-wage benefits (such as insurance, vacation, or pension) as a means of complying with the living wage requirements.
Covered Employers cannot retaliate or discriminate against any employee for making a complaint against the covered employer regarding compliance with living wage requirements.
ENFORCEMENT:
The Town may enforce the provisions of this ordinance by the imposition of fines, suspension of contract or declaring the Covered Employer ineligible for future contracts.
WAIVERS:
The ordinance provides for the waiver of certain requirements in the ordinance. However, no waivers will be considered until the bidding process has been completed and a contract has been awarded.
Requests for waivers must be made by the Covered Employer, in writing, to the Town Manager. The
