About this opportunity

The City of Cheyenne, Wyoming is requesting sealed bids for compost facility waste hauling services with bids due September 4, 2026 at 2:00 p.m., with a non-mandatory pre-bid Zoom meeting on August 26 at 9:00 a.m. Mountain Time. A 5% Wyoming resident preference applies unless federal funds are involved — award goes to the lowest responsive, responsible Wyoming resident bidder.

The scope involves transporting up to 18,500 cubic yards of compost materials from the Compost Facility to the Landfill and up to 2,000 cubic yards of clean soil in the return direction. The City provides all loading operations; the contractor supplies trucks, drivers, and fuel. Access to the Compost Facility is Tuesday through Friday, 8:30 a.m. to 5 p.m.; the Landfill receives materials Tuesday through Friday, 8:30 a.m. to 4:30 p.m. All material must be tarped during transport on public roads. The contractor must maintain Wyoming Department of Transportation compliance, provide valid Commercial Driver's Licenses for all drivers, and submit weekly load documentation on the provided Tracking Document. Wyoming labor preference applies — Wyoming laborers are required exclusively unless unavailable or unqualified.

The contract term is one year from signature. A 5% bid guarantee (certified check or Wyoming-authorized surety bond) is required if the bid exceeds $75,000. Performance and Payment Bonds are not required. The contractor must provide Certificates of Good Standing for Workers' Compensation and Unemployment Compensation from the State of Wyoming and a Certificate of Insurance naming the City as an additional insured with 30 days advance notice of cancellation. Liquidated damages of $30.00 per item per calendar day or 0.10% per item per calendar day (whichever is greater) apply for late deliveries. Bidders must submit pricing for two line items (compost hauled and clean soil transported) electronically via the City's eProcurement Portal and acknowledge receipt of all addenda or face rejection. Questions are due August 28 at 5:00 p.m.; addendum responses are due August 31 at 5:00 p.m. City Council approval is anticipated September 28, 2026, with purchase order issuance estimated for September 29.
