About this opportunity
The New Mexico Department of Transportation (NMDOT) is procuring Phase II and Phase III engineering services for improvements to NM 434 from milepost 23.3 to 25.8 in Mora County, with proposals due October 14, 2026, under a sole-source intent to Radian Engineering, LLC.
This is a sole-source procurement. Radian Engineering has been designated the sole-source contractor based on its role as the original engineer of record since 2017, its comprehensive knowledge of existing design conditions and intricacies, and its ability to provide design modifications and respond to contractor requests for information without requiring redesign. The sole-source determination was posted for the required 30-day protest period and approved by the State Purchasing Agent on August 25, 2026.
The scope encompasses Phase II services — plan and right-of-way map revisions, a re-Plans, Specifications, and Estimate (PS&E) inspection, and bidding-phase support — and Phase III services consisting of construction-phase technical support. The project includes roadway widening to two 12-foot driving lanes with 6-foot outside shoulders, a new bridge crossing Coyote Creek, and incorporation of a cattle access agreement resulting from a legal settlement with Kimberlin Ranch. Radian Engineering is coordinating with three approved sub-consultants: Colliers Engineering & Design for right-of-way mapping, WSP USA Environment & Infrastructure, Inc. for geotechnical services, and YeDoma Consultants, LLC for additional geotechnical support.
The total contract amount is $407,781.38 (before tax of $36,700.32), with Phase II services valued at $72,532.70 and Phase III at $335,248.68. The contract term is three years, expiring July 1, 2029. Construction is anticipated to begin in 2027. Funding is provided through recently passed NMDOT bond legislation. Anticipated milestone dates are February 1, 2027 for PS&E review and February 22, 2027 for production submittal.
