About this opportunity
The Confederated Tribes of Siletz Indians (CTSI) Tribal Administration is requesting proposals for compensation and market wage analysis consulting services, with proposals due October 9, 2026 at 4:00 p.m. Pacific Time. Indian Preference of 15 evaluation points applies to businesses with 51% or greater Native American or Tribal ownership — a material weighting in a 100-point scoring framework.
The scope requires development and implementation of a comprehensive, market-based compensation and classification system capable of internal HR administration. Deliverables include a detailed compensation study with salary scale recommendations and benchmark metrics derived from comparable organizations; an implementation plan with fiscal impact analysis for stakeholder groups; and an employee communication plan. As part of final evaluation, CTSI will require three finalist consultants to complete a demonstration exercise analyzing three positions: Chief Executive Officer, Medical Director, and one additional CTSI position.
The contract term is estimated at 12 months from signing, though proposers may suggest alternative timelines if warranted. The fee structure is a firm fixed-price stipulated sum with detailed cost breakdown by work section to enable cost comparison among bidders. All proposal preparation costs are the sole responsibility of the proposer.
Evaluation is weighted as follows: Experience and Capability (55 points), Indian Preference (15 points), Fees (20 points), and Proposal Format and Criteria (10 points). Proposals must include a letter of transmittal, resumes of key personnel, minimum two client references, conflict of interest and litigation disclosures, Equal Opportunity Employer compliance statement, and proof of Indian Preference eligibility if claimed. CTSI reserves the right to cancel the RFP, reject any or all proposals, and negotiate minor modifications with the selected awardee. Award notice will be provided within ten business days of the award decision, and the final contract requires CTSI Tribal Council approval.
